Модифікації британської монархії в контексті сучасних політичних трансформацій

Abstract

UA : Об’єктом дослідження є модифікація інституту монархії у світі на тлі сучасних політичних трансформацій. Предметом дослідження є інститут британської монархії в контексті сучасних політичних трансформацій. Мета дослідження полягає у проведенні комплексного аналізу щодо трансформації монархії Великобританії в середині ХVI - початку XXI столітть. Наукова новизна полягає в доповненні та систематизації знань про інститут монархії та членів королівської родини як фактор впливу на трансформації сучасних політичних систем з кінця XX –XXI ст. Висновки. Століття за століттям монархія виступає гарантом стабільності, міцності та, важливо, гнучкості. Монархічне правління щасливіше і надійніше, ніж республіканське, бо нічого не вимагає від громадян надзвичайності, і може підніматися на тій мірі моральності, на якій республіки падають. Інститут монархії для британців - це і історія, і традиції, і віра, і національне надбання, символ гордості і стабільності. Сьогодні монархічна система зазнала серйозних видозмін (особливо це стосується територій Європи) і тепер є принципово новою моделлю, яка пристосована до сучасних жорстких умов. Але разом з тим сучасні монархії придбали і нові риси, які істотно відрізняють їх від історичних аналогів і при цьому зуміли зберегти типові ознаки монархічної форми влади. На нашу

думку, сучасний інститут монархії можна трактувати як «правильну» форму правління. Охарактеризувавши сучасну монархію у Великій Британії та проблеми її модифікації, ми зазначили, що в середині цій країни час від часу з'являються ідеї про скасування монархії. Але англійці занадто прив'язані до своєї історії та монархії, що стала свого роду символом країни. Дуже важливим та актуальним аспектом образу британської монархії є королівська родина та сам монарх. З розвитком сучасних технологій та темпом отримання інформації на інститут монархії все більш і більш впливають ЗМІ та Інтернет мережа. Тому ця форма правління почала модернізуватися і в цьому руслі. Сьогодні Велика Британія – це найбільша збережена монархія. Вона здатна диктувати свої умови в світовому масштабі, нарівні з провідними європейськими республіками, доки інші європейські монархії змушені грати опосередковану роль в геополітичному просторі.

EN : Relevance of the research. Monarchy as a historical form of government has shown its flexibility and pliability over the centuries. Due to this, it managed to "survive" in modern highly developed democracies. For more than a thousand years, the British monarchy has been one of the oldest state institutions, which has not only survived but also become a global symbol. The name "royal" appears in the subconscious of people as belonging to the "mark of quality". Usually, the institution of the monarchy is studied from a legal point of view, and its features and role are given insufficient attention. Monarchy is another step in the development of the organization of state power, and it is this form of government, which has been able to go a long way from the birth of statehood to the present day, changing and modifying. Thus, the question of the monarchy role in international relations and the geopolitical context from a scientific point of view is still insufficiently studied, although it is important to understand world processes, as monarchical states have their own characteristics, ways and approaches to domestic and international problems. The object of the research is the modification of the institution of monarchy in the world against the background of modern political transformations. The subject of the research is the institution of the British monarchy in the context of modern political transformations. The aim of the study is to conduct a comprehensive analysis of the transformation of the British monarchy from the middle 16th to early 21st century. For achieving the above set aim we are to fulfil the following specific research objectives: - to understand the formation of the British constitutional system and the institution of monarchy; - to study the monarchical system in the modern world and its features; - to characterize the modern monarchy in Great Britain and the problems of its modification; - to reveal the role and place of the British monarchy in world politics; - to compare the specifics of the British monarchy and its place among the European monarchies; - to explore the role of Queen Elizabeth II and the image of the monarchy in society. - to find out the influence of the "older" members of the royal family and the new generation of the Windsor dynasty on the modern image of monarchy in the world. The chronological framework of the research covers the period from the middle 16th century to the present. This is to show the evolution of the monarchy in Britain and modification of modern political transformations. The geographic boundaries of the study cover the territory of Great Britain exclusively, but sometimes we can refer to the dominion countries as well as to the territories of the modern European monarchies. The scientific novelty lies in the supplementation and systematization of the knowledge about the institution of monarchy and members of the royal family as a factor influencing the transformation of modern political systems from the late 20th – early 21st century. The theoretical significance of the obtained results lies in the systematization of knowledge about the forms of the current government and special significance of monarchy in the geopolitical context. The practical significance of the master's thesis and the conclusions available in the paper can serve for a deeper study of the monarchical form of government as a lever for solving domestic political and international problems of today. Conclusions. Century after century, monarchy has been a guarantor of stability, strength and, what is most important, flexibility. The monarchical rule is more attractive and reliable than the republican one, since it does not demand anything from its citizens and can rise to the level of morality, where republics collapse. It is safe to say that the British monarchical system of power is not outdated; it has been critically modernized and has acquired new, special features in the process of its evolution as well as has adapted to the new conditions. As we mentioned above, in Britain, there is no single document of the Constitution, but, nevertheless, the power of the monarch is limited by this unwritten Constitution. There are three basic rights of the monarch: a right of consultation, a right to warn and a right to encourage. At present, according to modern British researchers, the monarch also has a right to be informed and to give advice. This is what the queen adheres to today. The institution of monarchy for the British people is history, traditions, faith, and national heritage, a symbol of pride and stability. Today, the monarchical system has undergone serious changes (especially in Europe) and is now a fundamentally new model that is adapted to today's harsh conditions. But at the same time, modern monarchies have acquired new features that significantly distinguish them from their historical counterparts and have managed to preserve the typical features of the monarchical form of government. In our opinion, the modern institution of monarchy can be interpreted as a "correct" form of government. Describing the modern monarchy in Great Britain and the problems of its modification, we noted that from time to time, in this country there are ideas about the abolition of monarchy. However, the British are too attached to their history and monarchy, which has become a kind of symbol of the country. As an island nation with its national colour and "political microclimate", Britain has never stayed away from the European and world processes. The duties of the British monarch in foreign policy are not very different from the responsibilities within the country: the Queen communicates with her subjects of the Commonwealth, receives foreign ambassadors and heads of state, personally pays official visits to various countries around the world and represents Britain internationally. However, we should remember that the Queen and members of her family have a wide range of powers, but they are regulated by the government and the Ministry of Foreign Affairs. One of the main directions of the British policy at the present stage is its traditional sphere of influence, which has survived since the existence of the British Empire – the Commonwealth, membership in which is one of the attributes of the British statehood. It is important that today the Commonwealth is seen as an organization in which states that differ in the level of their development and the nature of economy have an opportunity to enter into close and equal cooperation. However, the ideas of some countries to declare republic are now being welcomed. This can serve as an example for other members of the Commonwealth and this powerful sphere will begin to destroy the image of the crown and integrity of the monarchy. Let us recall once again that about thirty monarchies have survived to this day. European countries are closer in format to the British system. Therefore, we conducted their comparative analysis. The study of the historical, legal and financial aspects has determined that monarchies are primarily associated with the word "stability". However, over centuries, the British monarchy has been considered to be the most influential, oldest and "most expensive". In our thesis, we refuted this label, though. Today, Great Britain is the largest preserved monarchy. It is able to dictate its terms on a global scale, along with the leading European republics, while other European monarchies are forced to play an indirect role in the geopolitical space. A very important and relevant aspect of the image of the British monarchy is the royal family and the monarch herself. Therefore, we explored the role of Queen Elizabeth II and the holistic image of the monarchy that has developed in society. With the development of modern technology and the pace of obtaining information, the institution of monarchy is increasingly influenced by the media and the Internet. Therefore, this form of government began to modernize in this area. The Queen has her official page on social networks such as Facebook, Twitter and Instagram. In this way, she attracts the current generation and supports the ideas of flexibility of monarchy. And, as always, the Queen’s features are impeccability, restraint and reliability. That is why she wins and maintains the love of her citizens. Today, the image of Britain directly depends on people's attitudes to the behaviour, thoughts, actions and style of the Windsor dynasty. Of great importance is the influence of the "senior" members of the royal family and the new generation of the Windsor dynasty on the modern image of the monarchy in the world. The members of the royal family receive not less attention than the queen herself. And again, the media "helps" in this, as no step of the "senior" members of the royal family will go unnoticed. Their main task is to represent the interests of the "crown". Therefore, they must coordinate their plans with the Foreign Office and the Ministry of Foreign Affairs in the same way as the Queen does. Due to this heavy burden, there was a tendency to quit the "Royal" family. The latest example is Elizabeth II's grandson Prince Harry and his American wife Meghan Markle. We emphasized on her nationality as this case has acquired an international and political colour. However, as practice has shown, the renunciation of royal titles does not relieve all the burden of responsibility, but on the contrary, further complicates everything. That is why, from their birth, the children of the royal family are taught such concepts as restraint, pragmatism and dedication. Thus, all the stated above helps us to conclude that the contribution that Elizabeth II and her family have made to the history of Great Britain is incomparable. The monarch remains a true ideal, a model for the present and future generations of Britons to follow. The subjects still have a positive image of the Queen of their country. However, there is an opinion that the monarchy in Britain is only preserved formally. But, in reality, the monarchy is an important service element of the general mechanism of power and permeates all the aspects of society, from politics to the mail.

FR : L’actualité du sujet de l'étude. Au cours des siècles de son existence, la monarchie en tant que forme historique de gouvernement a montré sa flexibilité et sa souplesse. Par conséquent, elle a réussi à « survivre» dans les démocraties modernes très développées. Depuis plus de mille ans, la monarchie britannique est l'une des plus anciennes institutions d'État, qui n’ a pas seulement survécu, mais est également devenue un symbole mondial. De plus, le nom « royal » apparaît en tant qu‘un label de qualité’ dans l’inconscient des gens. En général, l'institution de la monarchie est étudiée du point de vue juridique en négligeant ses particularités et son rôle. La monarchie est encore un tremplin vers le développement de l'organisation du pouvoir d'État. C'est cette forme du gouvernement, changeante et modificatrice, qui a réussi à parcourir un long chemin depuis la naissance desstructures étatiques jusqu'à nos jours. Ainsi, la question du rôle de la monarchie dans les relations internationales et le contexte géopolitique d'un point de vue scientifique n’est pas encore étudiée, bien qu'il soit important pour comprendre les processus mondiaux, car les États royaux ont leurs propres particularités, méthodes et approches pour résoudre les problèmes politiques nationaux et internationaux. L'objet de l'étude est la modification de l'institution de la monarchie dans le monde dans le cadre des transformations politiques modernes. L’enjeu de l'étude est l'institution de la monarchie britannique dans le cadre des transformations politiques modernes. Le but de l'étude est d’analyser profondément la transformation de la monarchie britannique à la fin du XXe - début du XXIe siècle. La mise en œuvre (la réalisation) de ce but implique la résolution des tâches suivantes: – comprendre la formation du système constitutionnel britannique et l'institution de la monarchie; – étudier le système monarchique dans le monde moderne et ses particularités; – caractériser la monarchie moderne en Grande-Bretagne et les problèmes de sa modification; – révéler le rôle et la place de la monarchie britannique dans la politique mondiale; – comparer les spécificités de la monarchie britannique et sa place parmi les monarchies européennes; – explorer le rôle de la reine Élisabeth II et l'image de la monarchie dans la société. – découvrir l'influence des membres «plus âgés» de la famille royale et de la nouvelle génération de la dynastie Windsor sur l'image moderne de la monarchie dans le monde. Les limites chronologiques de l'étude couvrent la période du milieu du XVIe siècle à nos jours. Cela est dû à montrer l'évolution de la monarchie de GrandeBretagne et la modification des transformations politiques modernes. Les frontières géographiques de la recherche est exclusivement le territoire du Royaume-Uni, et en même temps nous nous référons parfois aux pays dominions (Canada, Nouvelle-Zélande, Australie, Bahamas, Jamaïque, etc.), ainsi qu'aux territoires des monarchies européennes modernes. La nouveauté scientifique consiste en formation et systématisation des connaissances sur l'institution de la monarchie et des membres de la famille royale en tant que le facteur influant la transformation des systèmes politiques modernes de la fin du XX- début du XXI siècles. L’importance théorique des résultats obtenus réside dans la systématisation des connaissances sur les formes du gouvernement moderne et la signification particulière de la monarchie dans le contexte géopolitique. L’intérêt pratique de la thèse de master. Les résultats de ce travail peuvent servir à une étude plus approfondie de la forme monarchique gouvernementale comme d’un levier de résolution les problèmes politiques nationaux et internationaux d'aujourd'hui. Conclusions. Pendant des siècles, la monarchie garantit la stabilité, la force et, surtout, la flexibilité du pays. Le régime monarchique est plus satisfaisante et plus fiable que le régime républicain, car il n'exige rien d'extraordinaire de la part des citoyens. Il est certain que le système de pouvoir monarchique en Grande-Bretagne a été sérieusement modernisé et acquit des nouvelles particularités dans le processus de son évolution et elle a su s’adapter à de nouvelles conditions. Il a été noté dans notre travail qu’en Grande-Bretagne il n'y a pas de document unique de la constitution, mais, néanmoins, le pouvoir du monarque est limité par cette constitution non écrite. Il existe trois droits fondamentaux du monarque: le droit d'être consulté, le droit d’encourager et le droit de mettre en garde. Selon les chercheurs britanniques modernes il y a encore le droit d'être informé et de conseiller. Tels sont les droits que la reine suit aujourd'hui. L’instauration de la monarchie pour les Britanniques - c’est l'histoire, les traditions, la foi et la fortune nationale, c’est le symbole de fierté et de stabilité. Aujourd'hui, le système monarchique a beaucoup évalué (en particulier en Europe) et se réprésente comme un modèle fondamentalement nouveau, adapté aux conditions difficiles d'aujourd'hui. Mais en même temps, les monarchies modernes ont acquis de nouvelles particularités qui les distinguent considérablement des homologues historiques et ils ont réussi à préserver les caractéristiques typiques de la forme monarchique de gouvernement. Donc, à notre avis, l'institution moderne de la monarchie est une forme «correcte» de gouvernement. Après avoir décrit la monarchie moderne en Grande-Bretagne et les problèmes de sa modification, on a constaté qu'au milieu de ce pays, de temps en temps apparaissent des idées sur l'abolition de la monarchie. Mais les Britanniques restent trop attachés à leur histoire et à leur monarchie, qui est devenue une sorte de symbole du pays. En tant que pays insulaire avec sa propre couleur et son «microclimat politique», la Grande-Bretagne ne s'est jamais éloignée des processus européens et mondiaux. Les devoirs du monarque britannique en politique étrangère ne sont pas très différents des responsabilités à l'intérieur du pays: la reine communique avec ses sujets du Commonwealth, reçoit des ambassadeurs étrangers et des leadeurs d'États, effectue personnellement des visites officielles dans divers pays du monde et représente la Grande-Bretagne au niveau internationale. Cependant, on rappellera que la reine et les membres de sa famille possèdent un large pouvoir, mais ils sont réglementés par le gouvernement et le ministère des Affaires étrangères. L'une des principales directions de la politique britannique au stade actuel est sa sphère d'influence traditionnelle, qui existe depuis l'existence de l'Empire britannique - le Commonwealth, dont l'appartenance est l'un des attributs de l'État britannique. Il est important qu’aujourd'hui, le Commonwealth est perçu comme une organisation où les États qui diffèrent par le niveau du développement et du caractère de l'économie ont la possibilité d'entrer dans une coopération étroite et égale. Cependant, l'idée de certains pays de se déclarer républicains est désormais bien accueillie. Ce que pourra servir d'exemple pour d'autres membres du Commonwealth et cette sphère puissante commencera à détruire l'image de la couronne et l'intégrité de la monarchie. Il faut se rappeler qu’il y a aujourd’hui dans le monde une trentaine de monarchies . Les pays européens sont plus proches du format du système britannique. C’est pourquoi, on a effectué une analyse comparative entre eux. L'étude des aspects historiques, juridiques et financiers a déterminé que les monarchies sont principalement associées au mot «stabilité». Cependant, la monarchie britannique durant des siècles est considérée comme la plus influente, la plus ancienne et «la plus chère». Bien que dans notre travail, nous avons réfuté ce stéréotype. Aujourd'hui la Grande-Bretagne est la plus grande monarchie existante. Elle est capable d’imposer ses conditions au niveau mondial aux républiques européennes, tandis que d'autres monarchies européennes jouent un rôle secondaire dans l'espace géopolitique. Un aspect très important et pertinent de l'image de la monarchie britannique est la famille royale et le monarque lui-même. Par conséquent, on a étudié le rôle de la reine Élisabeth II et l'image holistique de la monarchie qui se sont développés dans la société. Avec le développement de la technologie moderne et le rythme de réception de l'information, l'institution de la monarchie se voit de plus en plus influencée par les médias et l’Internet. Par conséquent, cette forme du gouvernement a commencé à se moderniser. La reine a sa page officielle sur les réseaux sociaux tels que Facebook, Twitter et Instagram. De cette manière, elle attire la génération moderne et soutient les idées de flexibilité de la monarchie. Et comme toujours, la reine est un exemple de l’impeccabilité, de la modération et fiabilité. C'est pourquoi elle gagne et maintient l'amour de ses citoyens. Aujourd'hui, l'image de la Grande-Bretagne dépend directement de l'attitude des gens à l'égard du comportement, des pensées, des actions et du style de la dynastie Windsor. L'influence des membres «plus âgés» de la famille royale et de la nouvelle génération de la dynastie Windsor sur l'image moderne de la monarchie dans le monde est d'une grande importance. Les membres de la famille royale reçoivent plus d'attention que la reine elle-même. Et encore, les médias « aident»: aucun membre «plus âgés» de la famille royale ne passera inaperçu. Leur tâche principale est de représenter les intérêts de la «couronne». Par conséquent, ils doivent coordonner leurs plans avec le ministère des Affaires étrangères comme la reine le fait. A cause de cette lourde charge, il est apparue une tendance à quitter les membres de la famille « royale». Le dernier exemple est le petit-fils d'Élisabeth II, le prince Henry, et sa femme américaine Meghan Markle. On a souligné sa nationalité car cette affaire a acquis une résonance internationale et politique. Cependant, comme la pratique le montre, la renonciation aux titres royaux ne soulage pas toute la charge de la responsabilité, mais au contraire, fait les choses plus compliquées. C'est pourquoi, dès la naissance, les enfants de la famille royale acquièrent tels concepts comme la modération, le pragmatisme et le dévouement. Compte tenu de ce qui précède, on peut conclure que la contribution qu'Élizabeth II et sa famille ont apportée à l'histoire de la Grande-Bretagne est incomparable. Le monarque reste un véritable idéal, un modèle à suivre pour les générations présentes et futures des Britanniques. Les citoyens ont toujours une image positive de la reine de leur pays. Ainsi, il y a une opinion que la monarchie en Grande-Bretagne n'est préservée que formellement. Cependant, en réalité, la monarchie est un élément de service important du mécanisme général du pouvoir et imprègne tous les aspects de la sociét - de la politique à la poste.
