Публічно-управлінські механізми розвитку ринку праці в Україні

Abstract

UA : Мета дослідження – визначити шляхи оптимізації функціонування публічно-управлінських механізмів розвитку ринку праці в Україні. Об’єктом дослідження виступає сфера публічного управління у просторі ринку праці України. Предмет дослідження – публічно-управлінські механізми розвитку ринку праці в Україні. Методи дослідження: історичний, логічний, метод операціоналізації понять, аналіз, синтез, індукція, дедукція, метод класифікації, ретроспективний, футороспективний, аналіз статистичних даних. Наукова новизна дослідження полягає у тому, що у ньому пропонуються заходи щодо осучаснення та вдосконалення функціонування публічноуправлінських механізмів розвитку ринку праці в Україні. Гіпотеза: одними з основних критеріїв результативності оптимізації функціонування публічно-управлінських механізмів розвитку ринку праці є дотримання конституційного права працівників на своєчасне отримання заробітної плати, конструювання громадської позиції щодо важливості легалізації зайнятості як запоруки впевненості у майбутньому. Висновки: 1. Сьогодення вимагає формування такого всебічного наукового знання, яке зможе слугувати своєрідним базисом для продукування сучасних знань щодо забезпечення дієвих публічно-управлінських механізмів розвитку ринку праці в Україні. 2. Вирішення проблеми заборгованості з виплати заробітної плати та детінізація ринку праці – одні з головних завдань на шляху розвитку України та захисту прав людей.

EN : Research purpose is to identify the optimization directions of public and management mechanisms functioning of the labour market development in Ukraine. Research object is the sphere of public administration in the labour market of Ukraine. Research subject is the public and management mechanisms of labour market development in Ukraine. Research methods are historical, logical, method of concepts operationalization, analysis, synthesis, induction, deduction, classification method, retrospective, futurospective, statistical data analysis. Research novelty lies in the measures offered to modernize and improve the public and management mechanisms functioning of the labour market development in Ukraine. Research hypothesis is that one of the main criteria for the effectiveness of functioning optimization of the public and management mechanisms of the labour market is the employees’ constitutional right observance to receive timely wages, constructing a public position on the importance of legalizing employment as a guarantee of future confidence. Conclusions: 1. The present requires the formation of such a comprehensive scientific knowledge that can serve as a kind of basis for the modern knowledge production to ensure effective public and management mechanisms of the labour market development in Ukraine. 2. Solving the problem of wages arrears and de-shadowing of the labour market is one of the main tasks in the development of Ukraine and the human rights protection.
