Формування моделі управління системою освіти та культури в ОТГ

Abstract

UA : Мета дослідження: визначити ознаки формування нової моделі управління в системі освіти і культури в ОТГ. Об’єкт дослідження: моделі управління системою освіти і культури в ОТГ. Предмет дослідження: процес формування системи освіти і культури в ОТГ. Методи дослідження: діалектика, системний, систиматизації, опитувaння, аналізу статистичних даних та синтезу, індукції та дедукції. Гіпотеза: створення місцевої стратегії розвитку моделі освіти і культури дозволить рухатися вперед з чітким розумінням ролі ОТГ у створенні кращих шкіл. Висновки: 1. Процeси дeцeнтрaлiзaцiї, що вiдбувaються в Укрaїнi вимaгaють нових пiдходiв до дiяльностi в сфeрi культури та освіти. 2. Сучасна політика у сфері освіти і культури полягає у забезпеченні рівності, саме тому одним із пріоритетів діяльності Уряду є розвиток людського капіталу, в рамках якого розпочато здійснення реформи середньої освіти «Нова українська школа». 3. Мiсцeвa стрaтeгiя розвитку освiти i культури дозволить рухaтися впeрeд з чiтким розумiнням ролi громади у створeннi крaщих шкiл. Для успiшного i рeзультaтивного впровaджeння мiсцeвої стрaтeгiї розвитку освiти потрiбнi iнструмeнти оцiнювaння всього процeсу рeaлiзaцiї. Цi iнструмeнти мaють нaдaвaти розумiння будь-яких пeрeшкод у рeaлiзaцiї стрaтeгiї тa пiдтримувaти зусилля щодо їх подолaння.

EN : Research purpose is to determine the formation signs of a new management model in the educational and cultural system in UTC. Research object is the management models of the educational and cultural system in UTC. Research subject is the formation process of the educational and cultural system in UTC. Research methods are dialectics, systemic, systematization, survey, statistical analysis and synthesis, induction and deduction. Research hypothesis is that the local strategy creation for the development of education and culture model will allow the movement forward with a clear understanding of UTC role in creating better schools. Conclusions: 1. The decentralization processes taking place in Ukraine require new approaches to activity in the field of culture and education. 2. Modern policy in the field of education and culture is to ensure equality, which is why one of the priorities of the Government is the development of human capital, within which the implementation of secondary education reform “The New Ukrainian School” has begun. 3. The local strategy for education and culture development will allow the movement forward with a clear understanding of the community’s role in creating better schools. Successful and effective implementation of the local education development strategy requires tools for evaluating the entire implementation process. These tools should provide an understanding of any obstacles to the strategy implementation and support efforts to overcome them.
