Перспективи розвитку публічних політик у галузі капітального будівництва

Abstract

UA : Мета дослідження: визначення напрямів та перспектив розвитку публічної політики у галузі капітального будівництва України та Запоріжжя. Об’єкт дослідження: публічна політика Держави. Предмет дослідження: публічна політика у галузі капітального будівництва. Методи дослідження: аналіз, синтез, індукція, дедукція, структурно- функціональний, аналіз статистичних даних, трансполяції та моделювання. Новизна дослідження: комплексне висвітлення особливостей здійснення публічно-управлінських механізмів реалізації політики держави в сфері капітального будівництва та перспективи розвитку. Гіпотеза дослідження: за результатами дослідження планується дослідити стан існуючої системи публічно-управлінських механізмів здійснення політики держави в сфері капітального будівництва та визначити напрями розвитку. Висновки: 1. Стан публічних політик у галузі капітального будівництва має велику кількість проблем, які необхідно вирішувати комплексно та системно, тому що на даному етапі в Україні часткова і відсутня загальноохоплююча стратегія їх розвитку. 2. Визначено необхідність запровадження сучасних технологій та підходів до прийняття рішень та у сфері державного управління та капітального будівництва, для запобігання корупції, та нецільового використання бюджетних коштів. 3.В ході опрацювання матеріалу визначено, що в Україні не існує значної кількість програм капітального будівництва та майже всі вони є незавершеними.

EN : Objective of the research: determination of directions and prospects of development of public policy in the field of capital construction of Ukraine and Zaporizhzhia. Object of the research: public policy of the State. Subject of the research: public policy in the field of capital construction. Methods of the research: analysis, synthesis, induction, deduction, structural and functional, statistical data analysis, transposition and modeling. Novelty of the research: comprehensive coverage of the peculiarities of the implementation of public management mechanisms for the implementation of the state policy in the field of capital construction and prospects for development. Hypothesis of the research: According to the results of the study, it is planned to study the state of the existing system of public administration mechanisms for the implementation of the state policy in the field of capital construction and identify areas for development. Conclusions: 1. The state of public policies in the field of capital construction has a large number of problems that need to be addressed comprehensively and systematically, because at this stage in Ukraine there is no comprehensive strategy for their development. 2. The need to introduce modern technologies and approaches to decisionmaking in the field of public administration and capital construction to prevent corruption and misuse of budget funds has been identified. 3. During the processing of the material it was determined that in Ukraine there is no significant number of capital construction programs and almost all of them are incomplete.
