Abstract

UA : Мета дослідження: вивчення актуального стану та визначення напрямів оптимізації механізму публічно-управлінського забезпечення санаторно-курортного лікування осіб з інвалідністю та ветеранів війни. Об’єкт дослідження: система публічного управління забезпеченням санаторно-курортного лікування населення. Предмет дослідження: механізм стратегічного контролю публічного управління розвитку території. Методи дослідження: механізм публічно-управлінського забезпечення санаторно-курортного лікування осіб з інвалідністю та ветеранів війни. Новизна дослідження: запропоновано заходи оптимізації публічно-управлінського забезпечення санаторно-курортного лікування осіб з інвалідністю та ветеранів війни. Гіпотеза: удосконалення механізму публічно-управлінської системи санаторно-курортного лікування суттєво вплине на покращення показників забезпечення санаторно-курортним лікуванням осіб з інвалідністю та ветеранів війни. Висновки: 1. Встановлено, що санаторно-курортне забезпечення пільгових категорій громадян знаходиться в межах 21-25%. Брак коштів, недостатність інформації та складність процедури оформлення санаторно-курортного лікування робить дану послугу нефункціональною. 2. Удосконаленню системи публічного управління санаторно-курортного лікування пільгових категорій осіб сприятиме впровадження публічно-приватного партнерства; організація багаторівневої комплексної системи статистики; активізація інформаційно-комунікативного механізму забезпечення санаторно-курортного лікування.

EN : The purpose of the research: To study the current state and determine the directions for optimizing the mechanism of public administration provision for sanatorium-resort treatment of people with disabilities and war veterans. The object of the study: The public administration system for providing sanatorium-resort treatment to the population. The subject of the study: The mechanism of strategic control in public administration for territorial development. Research methods: The mechanism of public administration provision for sanatorium-resort treatment of people with disabilities and war veterans. The novelty of the study: Proposed measures for optimizing the public administration provision of sanatorium-resort treatment for people with disabilities and war veterans. Hypothesis: Improving the mechanism of the public administration system for sanatorium-resort treatment will significantly impact the improvement of indicators for providing sanatorium-resort treatment to people with disabilities and war veterans. Conclusions: 1. It was established that the sanatorium-resort provision for privileged categories of citizens is within the range of 21-25%. The lack of funds, insufficient information, and the complexity of the procedure for obtaining sanatorium-resort treatment make this service non-functional. 2. The improvement of the public administration system for sanatorium-resort treatment for privileged categories of individuals will be facilitated by the implementation of public-private partnerships, the organization of a multi-level comprehensive statistical system, and the activation of the information-communication mechanism for providing sanatorium-resort treatment.
