UA : Мета дослідження: дослідити особливості організації надання адміністративних послуг у сфері державної реєстрації фізичних осіб – підприємців та юридичних осіб і формування обґрунтованих рекомендацій для удосконалення організації надання таких послуг.
Об’єкт дослідження: адміністративні послуги з державної реєстрації фізичних осіб – підприємців та юридичних осіб.
Предмет дослідження: організація надання адміністративних послуг у сфері державної реєстрації фізичних осіб – підприємців та юридичних осіб.
Методи дослідження: системний, аналіз, синтез, абстрагування, індукція, дедукція, метод аналізу документів.
Гіпотеза: зміна фокусу з ідеї «пошуку винних» на «вдосконалення публічно-управлінських механізмів» надасть позитивні зрушення в напрямку задоволення потреб суб’єктів господарювання під час отримання адміністративних послуг у сфері державної реєстрації фізичних осіб – підприємців та юридичних осіб, а належна організація таких послуг не буде ставити під загрозу своєчасність та законність реєстраційних дій.
Висновки: Основними чинниками оптимізації організації надання адміністративних послуг у сфері державної реєстрації фізичних осіб – підприємців та юридичних осіб є удосконалення законодавчих механізмів реалізації приписів та покращення їх загальної ефективності; передання функцій з реєстрації на місця; урегулювання питань щодо виключення законодавчих колізій; запровадження повсякчасного навчання державних реєстраторів; забезпечення надання методичної допомоги шляхом деталізації окремих процедурних положень.
EN : Research purpose is to study the organization peculiarities of providing administrative services in the field of state registration of individuals-entrepreneurs and legal entities and to formulate sound recommendations for improving the organization of providing such services.
Research object is the administrative services for state registration of individuals-entrepreneurs and legal entities. Research subject is the administrative services’ organization in the field of state registration of individuals-entrepreneurs and legal entities.
Research methods are systemic, analysis, synthesis, abstraction, induction, deduction, document analysis method.
Research hypothesis is that changing the focus from the idea of “finding the guilty” to “improving public-management mechanisms” will give positive shifts towards meeting the economic entities’ needs in obtaining administrative services in the field of state registration of individuals-entrepreneurs and legal entities, and the
proper organization of such services will not compromise the timeliness and legality of registration actions.
Conclusions: The main factors for optimizing the organization of providing administrative services in the field of state registration of individuals-entrepreneurs and legal entities are the improvement of legislative mechanisms for the prescriptions implementation and improvement of their overall efficiency; transfer of registration functions to places; regulation of issues regarding legal conflicts exclusion; introduction of state registers’ continuous training; providing methodological assistance by detailing individual procedural provisions.
