Економічний розвиток будь-якої держави передбачає вдосконалення форм та методів організації та проведення державних закупівель товарів, робіт та послуг.
Серед найважливіших проблем сучасного економічного розвитку України особливе місце займає проблема підвищення ефективності використання та витрачання державних ресурсів для забезпечення економічної безпеки та стійкого розвитку національної економіки.
Тема дослідження має важливе як теоретичне, так і практичне значення.
Це пояснюється тим, що проаналізувавши теоретичні передумови формування установ державного сектору та проведення державних закупівель, можна виявити найбільш проблемні місця та запропонувати розробити механізми для покращення державного регулювання закупівлі товарів, робіт і послуг за державні кошти та шляхи подолання неефективного використання державних коштів.
Разом з тим, інститут державних закупівель в Україні знаходиться в стадії розвитку та формування.
За таких підстав є доцільним та актуальним вивчення механізмів державних закупівель інших країн, економіка яких має вектор позитивного розвитку та які витупають прикладом соціально-економічного розвитку для країн, які лише стали на шлях економічного зростання.
У багатьох країнах світу існують досить розвинені системи державних закупівель. Особливості і норми проведення закупівель у кожної країни залежить від її пріоритетів зовнішньої та внутрішньої політики. Так, у даній праці запропоновано розглянути системи державних закупівель таких країн як Сполучені Штати Америки, Німеччини, Франції та Великої Британії.
Метою кваліфікаційної роботи є аналіз та детальне дослідження особливостей функціонування інституту публічних (державних) закупівель в зарубіжних країнах та розгляд перспектив запровадження даної інституції в Україні.
Об’єктом дослідження даної кваліфікаційної роботи є суспільні відносини в сфері державних закупівель.
Предметом дослідження є інститут державних закупівель в зарубіжних країнах та Україні.
Для проведення дослідження будуть застосовані такі загальнонаукові методи як: аналіз і синтез.

Economic development of any state involves improving the forms and methods of organizing and conducting public procurement of goods, works and services.
Among the most important problems of modern economic development of Ukraine, a special place is occupied by the problem of increasing the efficiency of use and expenditure of state resources to ensure economic security and sustainable development of the national economy.
The research topic is important both theoretically and practically.
This is due to the fact that analyzing the theoretical preconditions for the formation of public sector institutions and public procurement, it is possible to identify the most problematic areas and propose to develop echanisms to improve state regulation of public goods, works and services and ways to overcome inefficient use of public funds.
At the same time, the institute of public procurement in Ukraine is in the stage of development and formation.
On such grounds, it is expedient and relevant to study the mechanisms of public procurement in other countries, whose economies have a vector of positive development and which are an example of socio-economic development for countries that have just embarked on the path of economic growth.
In many countries around the world there are well-developed public procurement systems. Peculiarities and norms of procurement in each country depend on its foreign and domestic policy priorities. Thus, this paper proposes to consider the public procurement systems of countries such as the United States, Germany, France and the United Kingdom.
The purpose of the qualification work is the analysis and detailed study of the peculiarities of the functioning of the institute of public (state) procurement in foreign countries and consideration of the prospects for the introduction of this institution in Ukraine.
The object of study of this qualification work is public relations in the field of public procurement.
The subject of the study is the institute of public procurement in foreign countries and Ukraine.
Such general scientific methods as analysis and synthesis will be used for the research.
