Предметом дослідження є особливості іміджевої політики Великої Британії на міжнародній арені в умовах Brexit.
Мета дослідження полягає в тому, щоб проаналізувати особливості реалізації і трансформації іміджевої складової Британії на тлі проблемних відносин з ЄС від самого початку та до моменту настання кризи.
Наукова новизна одержаних результатів зумовлена через недостатнє висвітлення саме цієї проблематики в українських та закордонних політологічних та аналітичних роботах. Необхідність її наукової розробки та детального вивчення полягає у доповненні та систематизації знань про іміджеву складову як головний компонент політики Великої Британії та її вплив на відносини з Європейським Союзом на міжнародній арені.

Британська винятковість від самого свого початку породила уявлення про те, що саме вона є такою особливою та унікальною, яка відрізняється від усіх інших країн світу. Носії влади в обличчі прем’єр-міністрів Великої Британії, які провадять основну політику, є найбільш характерним проявом ідентифікації держави та певним образом у суспільстві. Національний імідж цієї держави представляє собою повагу до цінностей, традицій та законів, які являють певну систему, що створює певний образ держави для міжнародної спільноти.
Наразі, Велика Британія найяскравіше проявляє політику культурної дипломатії та впевнено стверджує, що є взірцем для кожної країни. Сполучене Королівство розвиває свій бренд, надає авторитетності країні, створює певний імідж на зовнішньому ринку, підвищує свій престиж у порівнянні з іншими. Країна розвивається в таких галузях як освітня, туристична, спортивна, культурна, наукова та технологічна, що демонструє конкретну значимість Великої Британії на міжнародній арені, покращують та просувають її імідж, надають більше впізнаваності як бренду. Внаслідок такої політичної стратегії, Велика Британія просуває фундаментальні цінності, ідеї, презентуючи своє ім’я та свій бренд в глобальному контексті.
Підбиваючи підсумки прем’єрства усіх лідерів в країні впродовж становлення відносин між Європейським Союзом і Великою Британією, можна навести основні причини брекзиту, серед яких міграційна політика, якої дуже остерігалася Британія через наплив мігрантів, що буде додатковим навантаженням на бюджет країни; неймовірно важливою причиною було питання внесків в бюджет Союзу, де країна сплачувала більше всіх, але не маючи при цьому якихось переваг; власна культура та традиції, інакші від досвіду континенту, є її моделлю чистого парламентаризму, її імперського минулого, її цінностей, від яких Британія не вважала за потрібним відмовлятись та віддавати прерогативу приймати рішення ЄС.
В сучасних реаліях дуже важко спрогнозувати майбутнє становище між Великою Британією та Європою, а особливо не ясним в цій ситуаціє є розуміння того, чи отримає виграш від цих обставин Британія, або ж все-таки в основному програє від виходу з Європейського Союзу. Якщо Британія у коротші строку візьметься серйозно до вироблення нагального рішення, то цілком ймовірно, що досягти компромісу та балансу все ж таки вдасться, що дасть змогу їй знову відновити свої позиції в регіоні. Найзручнішим варіантом для кооперації між ними буде задоволення британських вимог, але, при цьому, не підриваючи основи європейського проекту політичної інтеграції.
EN : The relevance of the research lies in the fact that the process of gradual formation of the image component of Great Britain has not been specifically dealt with so far, or a little attention has been paid to this issue in scientific writings dedicated to other problems and mostly focused on other vectors of the UK’s development on the political scene. Therefore, this issue is not sufficiently covered currently and requires a detailed study.
In today’s world, nations are closely linked politically; therefore image is a mandatory component of the strategic achievement of the state. Since politics as a social phenomenon is diverse and means a constant intermingling of the relations of one state and those of other nations, it is important to have an image character, which not only characterizes the image and reputation of the state, but also extends to relations with other countries. Thus, considering the phased construction of the relationship between the UK and the European Union, creation of the UK image at the global level is a priority issue, which affects the way the UK will be perceived by other actors on the international scene.
In terms of history, the British community has always positioned itself as a powerful leader, having its own individual status among other countries of the world. For this reason, the complexity of relations with the European Union is traced at each stage of the search for a reliable model of cooperation between the two international actors. Ever since the beginning of building relationships with Europe, Great Britain has been somewhat wary of the integration process, which had its own principles and rules that contradicted the national views and identity of the British. Despite all the long period of history, Great Britain has not been able to quell its imperial pretensions and has not stopped fighting within and outside the European grouping. As a result, unable to find common levers for cooperation and existence in one system, the United Kingdom took an inevitable and urgent step of leaving the European Union. Thus, many British people began to form their own ideas and models for building their future.
It is important to consider and analyse the image component as an important part of the entire British policy in a global context. Considering the image policy of the Great Britain on the international scene in the context of its exit from the EU, it is appropriate to describe the concept of Brexit itself and its consequences as well as to conduct its through study.
In our research paper, we examined the key points and changes in the UK’s image on the basis of the adoption of official documents that played an important role in the formation of British relations with Europe and implementation of Britain’s own image policy.
The research object is the foreign policy of Great Britain and that of the EU countries within the integration and disintegration processes.
The research subject is the peculiarities of the British image policy implementation on the international scene in conditions of Brexit and the new reality of building further relationship with the EU after the exit.
The aim of the present research paper is to examine and investigate gradual formation and transformation of the image component of the UK against the backdrop of troubled relationship with the EU from the outset to the crisis.
In accordance with the purpose, the following research objectives are defined:
– to determine the state of scientific development of the problem and to provide a description of the source base and research methodology;
– to analyse the stages of formation and development of the image policy of Great Britain;
– to trace the evolution of the British thought in the light of Conservative and Labour concepts regarding the development of the European foreign policy dimension;
– to reveal the main areas of the UK’s image;
– to assess the information component of the UK’s image;
– to explore the history of the UK’s path to the membership in the European Union;
– to clarify the main contradictions that led to the break-up of the British relations with the European community;
– to analyse the consequences of Brexit for both parties and to identify the further ways of close partnership development on the international scene between the United Kingdom and the European in today’s realities.
The chronological frames of this study include the period of from the early days of relations between the Great Britain and the European Union. The lower chronological boundary – 1940 – was identified due to the objective historical conditions, namely: the beginning of World War II and its end, after which the countries of Western Europe begin to form a close union. It was the time when the historic links of the European states with the United Kingdom started, its position on European integration was adopted and transformation of foreign relations with the Continental Europe began. The upper chronological boundary – 2016-2019 – is stipulated by the first referendum on Britain's membership in the European Union, Boris Johnson coming to office, adoption of the Law on Exit and transition period to find a future model of cooperation between the global players.
The geographical boundaries of the research cover the territories of the European Union, the territory of Great Britain within its state borders, the large island of Ireland and the United States.
The scientific novelty of the research is due to the lack of awareness of this problem in the Ukrainian and foreign political science and analytical works. The need for its scientific development and detailed study lies in supplementing and systematizing the knowledge about the image component as a core component of UK policy and its impact on relations with the European Union on the international scene.
Conclusions. From the very start, the British exceptionalism gave rise to the idea that the UK is so special and unique that it differs from all other countries of the world. With its own individual history, unlike any other, the United Kingdom is different from the Continental Europe and can boast of its model of pure parliamentarism, imperial past, values and political concepts. Image refers to the institution of power in the person of the ruling circle, which in the process of its activities creates a certain image and authority for its people and other citizens around the world. The incumbents in the face of the Prime Ministers of the United Kingdom, who pursue the core policy, are the most characteristic manifestation of the state identification and a certain image in the society. In terms of the British policy, we can say that traditionalism is important for the British household, and for centuries it has not been ready to accept foreign influence as dominant, which has resulted in the fact that the state has always stood for its own interests and demonstrated its strengths. Based on party documents, official speeches, interviews with politicians and memoranda, it is possible to form the image of the British people, which is one of the main aspects of the state’s foreign policy strategy.
The British elite are very active in using cultural diplomacy, which encourages everyone to strive for the results that they want. At present, the United Kingdom is vividly demonstrating this policy and confidently asserting that it is a role model for every country. The main actors in cultural diplomacy are primarily cultural institutions located abroad. Important in this matter is the British Council, which is the leader of cultural diplomacy, which promotes British values and foreign policy interests of the state on the world arena and conveys it to the masses. This process is not that easy and short-term. Thus, the United Kingdom develops its brand, provides authority to the country, creates a certain image on the external market and increases its prestige in comparison with others.
Despite the entire history of the Great Britain, since the colonial times, it has been able to spread its own norms and principles, thus attracting other people to its culture and language. Despite the loss of colonies, the UK still remains a world leader in the areas such as economics, education, science and culture. By definition, soft power can be described as a policy aimed at achieving foreign policy goals. The government is very active in implementing this policy by involving famous people into certain areas of life, funding various projects and organizations, fully supporting the initiatives in such sectors as education, tourism, sports, culture, etc. As a result of this policy, the promotion of British ideas, values and its certain image in the world is implemented much faster.
The United Kingdom is developing in such industries as education, tourism, sports, culture, science and technology, which demonstrate Britain’s particular relevance on the international scene, improve and promote its image, give more visibility to the UK as a brand. The national image of this country represents respect for values, traditions and law, which creates a certain image of the state for the international community. Such educational and promotional activities is seen by the state as an important economic component. Involving and facilitating international actors provides an opportunity to expand the scope as well as increase the effectiveness of such policies. As a result of this political strategy, the United Kingdom promotes fundamental values ideas, presenting its name and brand in a global context.
In the modern world, information exists for establishing relations, shaping the image of politicians and influencing the public opinion, sometimes even through manipulation. It is useful to study the general political phenomenon in order to better understand how the media can interact with political beau monde for state purposes and what instruments are used to effectively protect Britain from foreign interference, which can lead to information warfare with serious consequences. The British elite are trying to strengthen the protection of their own information and develop a national image without hindrance. Currently, globalization is giving rise to mass communication that creates a certain reality and transforms the system of international relations.
Having examined the history, we can state that for Britain the path to unification with Europe was very complicated. Within its entire history, the United Kingdom has always tried to position itself as a state above others in status. Using Europe as an important tool, Great Britain can strengthen its power around the world following its wish as well as promote its own interests, sell goods and services, create jobs and improve the living standards of its citizens by all means. In terms of security, such a connection with Europe gives the UK more protection than its separate existence. Through close cooperation, new challenges can be overcome by addressing serious threats.
For the European Community, Great Britain was an “inconvenient” partner and member due to the fact that the UK has constantly revised the rules of the EU membership, regarding its status in it, defending its own national interests. Ever since the beginning of their relations, the UK has allegedly built obstacles and put pressure on Brussels, dictating own rules. In its turn, Brussels has always tried to make concessions for the UK to get what it wanted. But, among other things, the great differences within the country and a growth of opposition forces increased the tensions in the country, which led to the political struggle and active movement of those who wanted to leave the European Union forever. As a result, the continuing chaos in the country and great demands from Britain were too negative for progress and increasing cooperation; they were rather destroying everything.
Summing up the premiership of all leaders in the country over the entire historical period of relations between the European Union and the United Kingdom, we can see the main reasons for Brexit, including the migration policy, which Britain was very wary of due to the inflow of migrants, who could be an additional burden on the national budget; an incredibly important reason was the issue of contributions to the Union’s budget as the UK was the state that paid the biggest amount without having any advantages; its own culture and traditions, different from the experience of the continent, which are its model of pure parliamentarism, its imperial past, its values and political concepts, which the UK neither wanted to abandon nor gave the prerogative to make decisions to the EU.
Overall, we can draw the conclusion that in today’s reality, it is very difficult to predict the future situation between Britain and Europe, and in this situation it is especially difficult to understand whether Britain will benefit from these circumstances or mostly lose something after its exit. The urgent issue for Europe can be to prevent the possible intentions of other countries to leave the Union. We must say that the negotiations between them should conclude with a trade agreement; otherwise Britain will be subject to the terms of the World Trade Organization. If the United Kingdom takes an urgent decision seriously within the short term, not only from its own point of view but analysing the situation on the part of Europe, it is likely that compromise and balance will still be achieved, which will allow Britain to regain its position in the region. Therefore, the most convenient way for them to cooperate would be to meet British demands, without undermining the foundations of the European political integration project.
DE : Die Aktualität der Arbeit besteht darin, dass es sich um den Prozess der allmählichen Herausbildung der Imagekomponente Großbritanniens handelt, mit dem sich bisher fast niemand beschäftigt hat und dem in anderen wissenschaftlichen Arbeiten nur wenig Aufmerksamkeit geschenkt wurde, wobei die ganze Aufmerksamkeit auf andere Vektoren der Entwicklung Englands in der politischen Arena gelenkt wurde. Heutzutage ist dieses Thema nicht ausreichend behandelt und erfordert detaillierte Ausarbeitung.
In der heutigen Welt sind die Staaten in enger politischer Verbindung miteinander, deshalb ist ein solcher Begriff wie Image ein notwendiger Bestandteil der strategischen Leistung eines Staates. Da die Politik als gesellschaftliches Phänomen vielfältig ist und ständige Verflechtung der Beziehungen eines Staates mit anderen Nationen bedeutet, ist dabei der Imagecharakter wichtig, der nicht nur das Image und den Ruf des Staates kennzeichnet, sondern auch sich auf die Beziehungen zu anderen Ländern erstreckt. Betrachtet man also den schrittweisen Aufbau der Beziehungen zwischen Großbritannien und der Europäischen Union, ist die Frage der Gestaltung des Images und des Bilds Großbritanniens in der Welt von großer Bedeutung, die die Wahrnehmung Großbritanniens von anderen politischen Spielern auf der internationalen Arena bestimmt.
Angesichts der Geschichte hat sich die britische Gemeinschaft immer als mächtiger Führer positioniert, der einen eigenen Status unter anderen Ländern der Welt hat. Aus diesem Grund wird die Komplexität der Beziehungen mit der Europäischen Union in jeder Phase der Suche nach einem wahrscheinlichen Modell der Zusammenarbeit zwischen den beiden internationalen Akteuren verfolgt. Schon seit Beginn der Beziehungen mit Europa war England vorsichtig mit dem Integrationsprozess, der seine eigenen Prinzipien und Regeln hatte, was den nationalen Ansichten und der Identität der Briten widersprach. Während aller historischen Zeiten konnte Großbritannien seine imperialen Versuchungen nicht unterdrücken und hat nicht aufgehört, sowohl innerhalb als auch außerhalb der europäischen Gruppe zu kämpfen. Infolgedessen, ohne einen gemeinsamen Hebel für die Zusammenarbeit und Existenz innerhalb desselben Systems gefunden zu haben, hat es einen unvermeidlichen und dringenden Schritt unternommen, damit das Vereinigte Königreich aus dem europäischen Raum herauskommt. Daher begannen sich in den Köpfen vieler Briten ihre eigenen Ideen und Modelle für den Aufbau ihrer Zukunft herauszubilden.
Es ist wichtig, die Imagekomponente als einen wichtigen Teil der gesamten britischen Politik in einem globalen Kontext zu betrachten und zu analysieren.
Wenn man die Imagepolitik Großbritanniens auf der internationalen Arena unter den Bedingungen seines Austritts aus der EU betrachtet, ist es zweckmäßig, den Begriff des Brexit und seine Folgen zu behandeln und gründlich zu untersuchen.
In dieser Arbeit werden die wichtigsten Punkte und Veränderungen im Image des Vereinigten Königreichs auf der Grundlage der Annahme der offiziellen Dokumente untersucht, die eine wichtige Rolle bei der Bildung der britischen Beziehungen mit Europa und bei der Umsetzung der britischen Imagepolitik spielten.
Das Objekt der Arbeit ist die Außenpolitik Großbritanniens mit den EU-Ländern in Integration und Desintegration.
Der Gegenstand der Arbeit sind die Besonderheiten der Umsetzung der britischen Imagepolitik auf der internationalen Arena unter Brexit-Verhältnissen und die neue Realität des Aufbaus der weiteren Beziehungen mit der EU nach dem Austritt.
Das Ziel der Arbeit ist es, schrittweise Entstehung und Transformation der britischen Imagekomponente angesichts der problematischen Beziehungen mit der EU vom Anfang bis zum Moment der Krise zu untersuchen.
Zur Erreichung des gestellten Ziels sind die folgenden Aufgaben der Arbeit zu lösen:
– den Stand der wissenschaftlichen Entwicklung des Problems zu bestimmen und die Merkmale der Quellenbasis und die Methodologie der Forschung anzugeben;
– die Entstehungs- und Bildungsstadien der Imagepolitik Großbritanniens zu analysieren;
– die Entwicklung des britischen Denkens bis zu konservativen und laboristischen Konzepten hinsichtlich der Entwicklung der europäischen außenpolitischen Denkens zu untersuchen;
– die Hauptrichtungen des Images Großbritanniens aufzuzeigen;
– die Informationskomponente des Images des Vereinigten Königreichs zu bewerten;
– die Geschichte vom Englands Weg zur Mitgliedschaft in der Europäischen Union zu erforschen;
– die Hauptwidersprüche herauszufinden, die zur Trennung der Beziehungen Großbritanniens mit europäischer Gemeinschaft geführt haben;
– die Auswirkungen von Brexit für beide Seiten zu analysieren und weitere Wege für enge Entwicklung zwischen dem Vereinigten Königreich und der Europäischen Union als Partner auf der internationalen Arena in der gegenwärtigen Realität zu bestimmen.
Die chronologischen Rahmen der Arbeit decken den Zeitraum des Beginns der Beziehungen zwischen Großbritannien und der Europäischen Union ab. Die untere chronologische Grenze 1940 ist durch objektive historische Umstände bedingt, bzw. durch Beginn des Zweiten Weltkriegs und sein Ende, nach dem westeuropäische Länder sich vereinigten und seitdem historische Verbindung mit Großbritannien bestand, dass seine Stellung in Bezug auf die Europäische Integration und die Veränderung der außenpolitischen Beziehungen Großbritanniens zu Kontinentaleuropa bestimmte. Die obere chronologische Grenze sind 2016-2019, als das Referendum über die Mitgliedschaft Großbritanniens in der Europäischen Union zum ersten Mal stattfand, als Boris Johnson an die Macht kam und die Übergangsphase zum zukünftigen Modell der Zusammenarbeit zwischen den Spielern der Welt entstand.
Die geographischen Grenzen der Arbeit umfassen das Territorium der EU-Mitgliedstaaten, die Staatsgrenzen Großbritanniens, große Insel Irland und die USA.
Die wissenschaftliche Neuheit der Forschung wird durch unzureichende Ausarbeitung dieser Problematik in ukrainischen und ausländischen politischen und analytischen Arbeiten geprägt. Die Notwendigkeit der wissenschaftlichen Entwicklung und detaillierten Untersuchung besteht darin, dass das Wissen von Imagekomponenten als Hauptbestandteil der britischen Politik und die Auswirkungen auf die Beziehungen mit der Europäischen Union auf der internationalen Arena systematisiert wurden.
Die britische Exklusivität hat von Anfang an die Vorstellung hervorgebracht, dass England so besonders und einzigartig ist, dass es sich von allen anderen Ländern der Welt unterscheidet. Mit seiner eigenen individuellen Geschichte unterscheidet sich das Vereinigte Königreich von Kontinentaleuropa und kann das Modells des reinen Parlamentarismus, die imperiale Vergangenheit, Werte und politische Konzepte betonen. Unter dem Image versteht man die Machtinstitution in der Person des herrschenden Kreises, die im Verlauf ihrer Aktivitäten ein bestimmtes Image und die Autorität für seine Bevölkerung und andere Bürger der ganzen Welt schafft. Die Machtträger im Namen der britischen Premierminister, die eine Grundpolitik verfolgen, sind kennzeichnende Manifestation der Identifikation des Staates und eines bestimmten Bildes in der Gesellschaft. Anhand der britischen Politik kann man nachweisen, dass die Tradition des englischen Hauses das wichtigste ist und England seit Jahrhunderten nicht bereit war, ausländischen Einfluss als dominant zu akzeptieren, deswegen hat Großbritannien seine eigenen Interessen vertreten und seine Stärken demonstriert. Auf der Grundlage von Parteidokumenten, offiziellen Reden, Ansprachen, Interviews mit Politikern und Memoranden kann man ein bestimmtes Bild des britischen Volkes machen, das einer der wichtigsten Aspekte der außenpolitischen Strategie des Staates ist.
Das Großbritannien entwickelt sich in solchen Branchen wie Bildung, Tourismus, Sport, Kultur, Wissenschaft und Technologie, die die spezifische Bedeutung des Großbritanniens auf der internationalen Arena haben, sein Image verbessern und die Anerkennung des Großbritanniens als Marke fördern. Das nationale Image dieses Staates ist die Achtung vor Werten, Traditionen und Gesetzen, die ein bestimmtes System bilden, das ein bestimmtes Staatsbild für die internationale Gemeinschaft schafft. Trotz solcher Bildungs- und Förderaktivitäten sieht der Staat darin auch eine wichtige wirtschaftliche Komponente. Die Einbeziehung internationaler Akteure bietet die Möglichkeit, die Reichweite zu erweitern und die Wirksamkeit solcher Politiken zu erhöhen. Infolge einer solchen politischen Strategie bringt Großbritannien grundlegende Werte, Ideen voran, indem es seinen Namen und seine Marke in einem globalen Kontext präsentiert.
Die Masse an Informationen in der modernen Welt ist dazu da, um Verbindungen herzustellen, das Bild von Politikern zu formulieren und die öffentliche Meinung zu beeinflussen, manchmal sogar durch Manipulation. Das allgemeine politische Phänomen sollte in die weiteren Untersuchungen berücksichtigt werden, damit man besser versteht, wie die Medien mit dem politischen Beaumont für staatliche Zwecke interagieren können und welche Instrumente eingesetzt werden, um Großbritannien effektiv vor ausländischer Intervention zu schützen, auf deren Grundlage sich ein Informationskrieg mit schwerwiegenden Folgen entfalten kann. Die britische Elite versucht, den Schutz seiner eigenen Informationen zu stärken und ungehindert ein nationales Image zu entwickeln. Die Globalisierung erzeugt heute die Entstehung der Massenkommunikation, die eine bestimmte Realität schafft und das System der Beziehungen der internationalen Beziehungen verändert.
Die Untersuchungsergebnisse zeigen, dass der Weg zur Vereinigung mit Europa für Großbritannien sehr schwierig war. Trotz des gesamten historischen Zeitraums hat das Vereinigte Königreich immer versucht, sich als Staat zu positionieren, der andere Länder im Status überwiegt. Indem es Europa als wichtiges Instrument nutzt, kann das Vereinigte Königreich die Macht der Welt stärken, wie es will, seine eigenen Interessen fördern, seine Waren und Dienstleistungen verkaufen, Arbeitsplätze schaffen und damit sicherlich das Leben seiner Bürger verbessern. Aus Sicherheitsgründen bietet eine solche Verbindung mit Europa Großbritannien mehr Schutz als seine eigene Existenz. Durch enge Zusammenarbeit, die den ernsthaften Bedrohungen entgegenwirkt, ist es möglich, neue Herausforderungen zu meistern.
Großbritannien war ein "unbequemer" Partner und Mitglied für die Europäische Gemeinschaft, weil es im Laufe der Zeit die EU-Mitgliedschaftsregeln und seinen Status ständig überprüft und dabei seine eigenen nationalen Interessen verteidigt hat. Seit dem Beginn der Geschichte der Beziehungen zwischen ihnen, England baute Hindernisse und Druck auf Brüssel, diktierte seine eigenen Regeln, die Brüssel immer versuchte zu erledigen, um Großbritannien zu befriedigen. Als Folge zog es große Differenz aus dem inneren des Landes und das Wachstum der Oppositionskräfte, die Verstärkung der Spannung im Staat, was zu einem politischen britischen Kampf und zu einer aktiven Bewegung führte, die für immer die Europäische Union verlassen wollte. Infolgedessen haben das völlige Chaos im Land und die großen Forderungen Englands ein negatives Merkmal erhalten, um Fortschritte zu erzielen und die Zusammenarbeit zu verstärken, anstatt sie zunichte zu machen.
In der heutigen Realität ist es sehr schwierig, die zukünftige Situation zwischen Großbritannien und Europa vorherzusagen, und vor allem ist in dieser Situation nicht klar, ob Großbritannien von diesen Umständen profitieren wird oder doch im Grunde durch den Austritt aus der europäischen Union verliert. Die Verhinderung möglicher Absichten anderer Länder, die Union zu verlassen, wird wahrscheinlich ein aktuelles Thema für Europa sein. Es sei betont, dass die Verhandlungen zwischen ihnen die Einigung über ein Handelsabkommen führen müssen, sonst wird Großbritannien den Bestimmungen der Welthandelsorganisation unterliegen. Die günstigste Seite für die Zusammenarbeit zwischen den Ländern wird die Erfüllung der britischen Anforderungen sein, aber ohne die Grundlagen des europäischen Projekts der politischen Integration zunichte zu machen.
