UA : Об’єктом дослідження роботи є зовнішня політика ФРН 1949 – 1955 рр..
Предметом дослідження є проблема формування зовнішньополітичного простору ФРН за часів Аденауера, та дослідження діяльності федерального канцлера у ньому.
Мета роботи – на основі опрацьованого комплексу джерел визначити особливості німецької зовнішньополітичної доктрини та характер і напрямок діяльності Аденауера у даній сфері. Для цього потребується виокремлення важливих закономірностей та аспектів функціоналу зовнішньої політики ФРН, які були дієвими в розглянутих історичних умовах, із осмисленням причин їхньої дієвості; конкретизація та пріоритетність політичних ідей та напрямків, з означенням векторних орієнтирів, які були присутні Аденауеру у його зовнішньополітичній діяльності. Також важливою складовою роботи було би сформування і визначення конкретних історико-політичних принципів, притаманних зовнішньополітичної діяльності канцлера, з можливістю їхньої подальшою імплементації.
Наукова новизна полягає у аналізі та вивчені історичної ретроспективи формування та становлення зовнішньої політики ФРН; формуванні зовнішньополітичної доктрини Аденауера в перспективі державотворчих процесів які зумовили створення сучасної ФРН; у сукупному порівняльному аналізі політичних концепцій і наданню класифікації ступеневої пріоритетності і першочерговості кожній з них; у розгляді формування політичних і державних відношень між К.Аденауером з одного боку - і німецьким урядом та суспільством з іншого; у формуванні певних політичних позицій щодо ФРН з боку Європи, США та СРСР; у вивчені складових чинників державотворення ФРН у повоєнний час.
Висновки. Отже розглянувши історичну ретроспективу і формування зовнішньополітичної сфери ФРН за часів К. Аденауера ми підходимо до наступних висновків.
Після проголошення створення ФРН у 1949 р. Західна Німеччина все ще залишалась у стані окупованої країни із багатьма політичними і державними обмеженнями. Становлення зовнішньополітичної сфери ФРН почалося із початком канцлерства К. Аденауера, проте на початковому етапі свого формування воно зіштовхувалось із значними перепонами. Головними проблемами була дієвість Окупаційного статуту і повноважна влада верховних комісарів. К. Аденауер, працюючі в напрямі порозуміння і узгодження із окупаційною владою, демонстрував планове та поступове досягнення пом’якшень обмежуючих умов із повної їх ліквідацією.
Його політичні прагнення на своєму початковому етапі не отримували значної підтримки від багатьох політичних сил та значної частини населення ФРН. Проте він домігся збереження, відновлення і розвитку промислового потенціалу ФРН із подальшим втіленням соціальної ринкової економіки Л. Ерхарда. Його політичні рейтинги поступово почали підійматись завдяки ефекту “німецького економічного дива” і покращенню соціального та економічного стану німецького населення.
Прагнучи набуття ФРН військового і збройного потенціалу, він керувався важливим фактором того, що цей процес є необхідною і важливою складовою ствердження політичного і державного суверенітету і статуту країни. Він досягнув повної відміни Окупаційного статуту та інших державних перепон які ускладнювали процес ремілітарізації і домігся сформування ФРН свого міністерства оборони.
Керуючсь своїми єврофедераційними прагненнями він започаткував широку євроінтеграцію яка почалася із вступу ФРН у ОЄЕС та створенням ЄОВС. Завдяки його активній дієвості в даній сфері були сформовані економічні міждержавні об’єднання які стали підвалинами для сформування у майбутньому ЄС.
Політичне життя ФРН, яке почалося в непростих умовах біполярного розділу світу і Холодної війни, при канцлерстві К. Аденауера трималося переважно прозахідного та проамериканського зовнішньополітичного вектору. Проте К. Аденауер, час від часу маневруючи на політичних протиріччях Сходу та Заходу і деінколи займаючи свої принципові позиції стосовно цього політичного конфлікту, домігся укріплення політичного статуту і суверенітету ФРН на вигідних для Німеччини умовах. Хоча загалом він притримувався виключно антирадянської та антикомуністичної лінії. Розуміючи важливість набуття натовської військово-політичної зверхності ним були започатковані процеси завдяки яким ФРН поступова увійшла у євроатлантичний альянс.
Також він розумів вагому необхідність політичної реабілітації ФРН в очах світового суспільства. За його ініціативи ФРН почала виплачувати компенсуючі репарацій Ізраїлю. Аденауер намагався врегулювати франко-німецьких відношення. І хоч французький уряд притримувався переважно германофобського політичного настрою, завдяки активній дієвості та співпраці К. Аденауера у вирішенні так званих саарських питань між Францію та ФРН було вироблено міждержавний політичний консенсус і порозуміння.
Стосовно вирішення “німецького питання” К. Аденауер демонстрував пряму зацікавленість, проте розумів що вирішення даної проблеми можливе лише при збереженні ФРН статуту сильного політичного гравця. Саме тому він не прийняв пропозицію “ноти Сталіна” категорично відкинувши її. Але, розуміючи необхідність існування радянсько-німецького політичного діалогу, він встановив дипломатичні стосунки із СРСР на своїх умовах. Існування даного діалогу підкріплялося “доктриною Хольщтейна” і уможливило вирішення “німецького питання” у майбутньому.
Політичні відношення із НДР проходили в принциповому невизнання Східної Німеччини як окремої і самостійної держави і супроводжувалися її дипломатичною блокадою.
EN : The object of study of the work is the foreign policy of Germany 1949 - 1955.
The subject of the study is the problem of the formation of the foreign policy space of Germany under Adenauer, and the study of the activities of the Federal Chancellor in it.
The purpose of the work is to determine the peculiarities of the German foreign policy doctrine and the nature and direction of Adenauer's foreign policy activity on the basis of the elaborated complex of sources. This requires the identification of important patterns and aspects of the functionality of the foreign policy of Germany, which were effective in the considered historical conditions with an understanding of the reasons for their effectiveness; concretization and priority of ideas and directions that were present to Adenauer in his foreign policy with the subsequent indication of vector landmarks. Another important component of the work would be the formation and definition of specific historical and political principles inherent in the Chancellor's foreign policy with the possibility of their further implementation.
The scientific novelty consists in: analysis and study of historical retrospectives of formation and formation of German foreign policy, formation of Adenauer's foreign policy doctrine in the perspective of state-building processes of modern Germany, in their aggregate comparative analysis and classification of degree priority and priority; in considering the formation of concepts of political and state relations between K. Adenauer on the one hand and the German government and society on the other; in the formation of certain political positions on Germany by Europe, the United States and the Soviet Union; in the study of the constituent factors of state formation in Germany in the postwar period.
Conclusions. Thus, considering the historical retrospective and the formation of the foreign policy sphere of Germany under K. Adenauer, we come to the following conclusions.
After the proclamation of the creation of Germany in 1949, West Germany still remained an occupied country with many political and state restrictions. The formation of the foreign policy sphere of Germany began with the beginning of the Chancellery of K. Adenauer, but at the initial stage of its formation it faced significant obstacles. The main problems were the effectiveness of the Occupation Statute and the authority of the High Commissioners. K. Adenauer, working in the direction of understanding and coordination with the occupying power, demonstrated the planned and gradual achievement of mitigation of restrictive conditions with their complete elimination.
His political aspirations at the initial stage did not receive significant support from many political forces and a large part of the population of Germany. However, he achieved the preservation, restoration and development of the industrial potential of Germany with the subsequent implementation of the social market economy of L. Erhard. His political ratings gradually began to rise due to the effect of the "German economic miracle" and the improvement of the social and economic condition of the German population.
In seeking to acquire Germany's military and armed capabilities, he was guided by the important factor that this process is a necessary and important component of the assertion of political and state sovereignty and the country's charter. He achieved the complete abolition of the Occupation Statute and other state obstacles that complicated the process of remilitarization and achieved the formation of Germany's Ministry of Defense.
Guided by his European federation aspirations, he initiated a broad European integration that began with the accession of Germany to the EEC and the creation of the ECSC. Thanks to its active work in this field, economic intergovernmental associations have been formed, which have become the basis for the formation of the future EU.
The political life of Germany, which began in the difficult conditions of the bipolar division of the world and the Cold War, under Chancellor K. Adenauer adhered mainly to the pro-Western and pro-American foreign policy vector. However, K. Adenauer, from time to time maneuvering on the political contradictions of East and West and sometimes taking his principled position on this political conflict, managed to strengthen the political status and sovereignty of Germany on favorable terms for Germany. Although in general he adhered exclusively to the anti-Soviet and anti-communist line. Realizing the importance of gaining NATO's military and political supremacy, he initiated the processes by which Germany gradually joined the Euro-Atlantic alliance.
He also understood the urgent need for political rehabilitation of Germany in the eyes of the world community. At his initiative, Germany began to pay compensatory reparations to Israel. Adenauer tried to settle Franco-German relations. And although the French government adhered mainly to Germanophobic political sentiment, thanks to the active work and cooperation of K. Adenauer in resolving the so-called Saar issues between France and Germany, an interstate political consensus and understanding was developed.
K. Adenauer showed a direct interest in resolving the "German question", but understood that a solution to this problem was possible only if Germany retained the status of a strong political player. That is why he did not accept the proposal of "Stalin's note" categorically rejecting it. But, realizing the need for a Soviet-German political dialogue, he established diplomatic relations with the USSR on his own terms. The existence of this dialogue was supported by the "Holstein doctrine" and made it possible to resolve the "German question" in the future.
Political relations with the GDR were based on the fundamental non-recognition of East Germany as a separate and independent state and were accompanied by its diplomatic blockade.
