Надання соціальної допомоги недержавними організаціями в Україні

Abstract

UA : Мета дослідження: аналіз методологічних, теоретичних та праксеологічних аспектів надання соціальної допомоги недержавними організаціями в Україні та визначити напрями її оптимізації з урахуванням сучасних викликів. Об’єкт дослідження: соціальна допомога як форма підтримки вразливих верств населення. Предмет дослідження: діяльність недержавних організацій у процесі надання соціальної допомоги в Україні. Методи дослідження: аналіз, узагальнення, індукція, конкретизація, систематизація, аналогія, аналіз документів. Гіпотеза: за умови системного підходу до діяльності недержавних організацій, професіоналізації кадрів, цифровізації процесів, міжсекторального партнерства та вдосконалення нормативно-правової бази – ефективність надання соціальної допомоги значно зросте, а її адресність, оперативність і доступність будуть суттєво покращені, особливо щодо внутрішньо переміщених осіб та інших уразливих груп населення. Висновки: 1. Недержавні організації дедалі частіше виконують функції не лише допоміжних структур, але й стають повноцінними суб’єктами соціальної роботи, демонструючи гнучкість, мобільність, інноваційність та клієнтоорієнтованість. 2. Основні напрями оптимізації соціальної допомоги, яку надають недержавні організації – удосконалення системи збору інформації про потреби отримувачів, покращення логістики і прозорості розподілу натуральної допомоги, фінансова підтримка перехід від реактивної до проактивної моделі допомоги, кадрове зміцнення недержавних організацій.EN : The purpose of research: to analyze the methodological, theoretical and praxeological aspects of the provision of social assistance by non-governmental organizations in Ukraine and to determine the directions of its optimization taking into account modern challenges. Object of research: social assistance as a form of support for vulnerable segments of the population. Subject of research: the activities of non-governmental organizations in the process of providing social assistance in Ukraine. Research methods: analysis, generalization, induction, concretization, systematization, analogy, document analysis. Hypothesis: provided that there is a systematic approach to the activities of nongovernmental organizations, professionalization of personnel, digitalization of processes, intersectoral partnership and improvement of the regulatory framework, the effectiveness of social assistance will increase significantly, and I’ts targeting, efficiency and accessibility will be significantly improved, especially for internally displaced persons and other vulnerable groups of the population. Conclusions: 1. Non-governmental organizations are increasingly performing the functions of not only auxiliary structures, but also becoming full-fledged subjects of social work, demonstrating flexibility, mobility, innovation and client-orientation. 2. The main areas of optimization of social assistance provided by nongovernmental organizations are improving the system of collecting information about the needs of recipients, improving the logistics and transparency of the distribution of in-kind assistance, financial support, transition from a reactive to a proactive model of assistance, and staffing of non-governmental organizations.
