Abstract

UA : В кваліфікаційній роботі уточнено теоретичні засади фінансової децентралізації та повоєнного відновлення територіальних громад; систематизовано підходи до трактування механізму фінансової децентралізації в системі місцевих фінансів; розроблено концептуальну модель механізму фінансового забезпечення повоєнного відновлення територіальної громади в умовах фінансової децентралізації; оцінено фінансову спроможність Оріхівської міської територіальної громади та ефективність чинного механізму фінансової децентралізації щодо забезпечення повоєнного відновлення. Наукова новизна одержаних результатів полягає в удосконалені теоретичного підхіду до трактування механізму фінансової децентралізації як багаторівневої системи взаємодії державних та місцевих фінансів.EN : The qualification work specifies the theoretical principles of financial decentralization and post-war reconstruction of territorial communities; systematizes approaches to interpreting the mechanism of financial decentralization in the system of local finances; develops a conceptual model of the mechanism of financial support for the post-war reconstruction of a territorial community in the context of financial decentralization; assesses the financial capacity of the Orikhiv city territorial community and the effectiveness of the current mechanism of financial decentralization in ensuring post-war reconstruction. The scientific novelty of the results obtained lies in improving the theoretical approach to interpreting the mechanism of financial decentralization as a multi-level system of interaction between state and local finances.
