Актуальність теми. Російсько-українська війна, що розпочалася повномасштабним вторгненням Російської Федерації в Україну 24 лютого 2022 року, стала одним із найсерйозніших викликів для глобальної безпеки з часів Другої світової війни. Цей конфлікт не лише спричинив гуманітарну катастрофу в Україні, з мільйонами біженців, тисячами загиблих і зруйнованою інфраструктурою, але й радикально трансформував геополітичний ландшафт Європи та світу. Він виявив слабкості існуючої системи міжнародних відносин, заснованої на принципах Статуту ООН, і змусив ключових гравців переглянути свої стратегії. Серед них особливе місце посідає Франція – одна з провідних держав Європейського Союзу, постійний член Ради Безпеки ООН і ядерна держава з глобальними амбіціями. Трансформація геополітичної стратегії Франції під час цієї війни є яскравим прикладом того, як зовнішні шоки впливають на національну політику, балансуючи між традиційними принципами "стратегічної автономії" та необхідністю колективної відповіді на агресію [47].
До 2022 року Франція традиційно позиціонувала себе як посередника в європейських справах, прагнучи діалогу з Росією для створення "європейської архітектури безпеки", яка б включала Москву. Президент Емманюель Макрон у 2019 році ініціював "стратегічний діалог" з Росією, вважаючи її частиною Європи, і виступав проти надмірної "геополітизації" відносин з країнами Східної Європи, такими як Україна. Франція скептично ставилася до розширення НАТО та ЄС на Схід, побоюючись ескалації з Москвою і прагнучи зберегти баланс сил, де Європа не залежала б повністю від США. Однак повномасштабне вторгнення Росії зруйнувало ці ілюзії. Франція, спочатку намагаючись зберегти канали комунікації з Путіним (Макрон провів численні телефонні розмови в перші місяці війни), поступово перейшла до жорсткішої позиції. Це проявилося в активній підтримці України: від надання військової допомоги (включаючи артилерійські системи Caesar, танки AMX-10RC та крилаті ракети SCALP-EG) до дипломатичного лобіювання членства Києва в ЄС і НАТО. За даними на 2024 рік, Франція надала Україні військову допомогу на суму понад 3,8 млрд євро, а в лютому 2024 року уклала двосторонню угоду про безпеку, зобов'язавшись надавати до 3 млрд євро щорічно. Ця еволюція політики Парижа, відома як "Zeitenwende à la française" (переломний момент по-французьки), відображає не лише реакцію на агресію, але й прагнення Франції посилити свій вплив у Європі, заповнюючи вакуум, створений ваганнями США та Німеччини.
Актуальність дослідження зумовлена кількома факторами. По-перше, війна в Україні триває вже понад три роки (станом на жовтень 2025 року), і її наслідки продовжують формувати нову реальність європейської безпеки. Франція, як співголова "Нормандського формату" до 2022 року, була безпосередньо залучена в мирні переговори щодо Донбасу, але тепер виступає як один із ключових союзників Києва. По-друге, трансформація французької стратегії впливає на весь ЄС: Париж просуває ідею "європейської суверенності" в обороні, ініціюючи спільні закупівлі озброєнь і створення Європейського політичного співтовариства (EPC) у 2022 році, яке виключає Росію і спрямоване на стабілізацію континенту. По-третє, в контексті глобальних змін – від можливих змін у політиці США після виборів до зростання впливу Китаю – вивчення французького випадку дозволяє зрозуміти, як середні держави адаптуються до багатополярного світу. Нарешті, для України це дослідження має практичне значення, оскільки еволюція позиції Франції безпосередньо впливає на рівень підтримки Києва в міжнародних організаціях і на полі бою.
Ступінь наукової розробки теми. Проблема геополітичної стратегії Франції, її зовнішньополітичних пріоритетів та ролі в системі європейської безпеки є предметом постійної уваги як зарубіжних, так і українських дослідників. У різні періоди ця тема розкривалася в контексті еволюції міжнародних відносин, трансформації Європейського Союзу, зміни балансу сил у світі та впливу глобальних конфліктів на політику Франції.
Перші фундаментальні підходи до вивчення зовнішньої політики Франції були закладені у працях класиків французької геополітичної школи, серед яких Ів Лакост, П’єр Меланд, Філіп Моро Дефарж, Домінік Моізі, Бернар Баді та Тьєррі де Монбріаль. Вони сформували інтелектуальне підґрунтя для аналізу французької дипломатії, наголошуючи на поєднанні історичної тяглості, культурного впливу та стратегічної незалежності. Особливо вагомим є внесок Губера Ведріна, який, будучи міністром закордонних справ Франції у 1990-х роках, запропонував концепцію «європейської стратегічної автономії» як альтернативу надмірній орієнтації на США. Його праці, як і дослідження Тьєррі де Монбріаля, стали теоретичним підґрунтям для формування доктрини Емманюеля Макрона про «європейський суверенітет» і «стратегічну автономію» в XXI столітті.
Вагомий внесок у дослідження сучасних тенденцій французької зовнішньої політики зробили також П’єр Бюньо, Жан-Марі Гегель, Жан-Домінік Мерше та Фредерік Шарль, які аналізують еволюцію оборонної стратегії Франції після Холодної війни. Вони акцентують увагу на тому, що після 1991 року Франція поступово поєднує участь у європейських безпекових структурах (НАТО, ЄС) із прагненням зберегти автономію у прийнятті зовнішньополітичних рішень.

Фісун, А. Рижков, О. Коппель, В. Чекаленко, І. Кресіна, М. Дорошко, С. Толстов, Л. Чекаленко, Н. Яковенко, які досліджували роль Франції у зміцненні архітектури європейської безпеки, її відносини з Росією та позицію щодо України після 2014 року.
Аналітичні звіти Інституту світової політики, Центру Разумкова, Національного інституту стратегічних досліджень (НІСД) та Українського інституту майбутнього підкреслюють, що Франція відіграє одну з провідних ролей у підтримці України в ЄС, формуванні санкційної політики та в розвитку оборонних ініціатив, таких як PESCO і Європейський фонд миру. Їхні підходи допомагають зрозуміти, як Франція поєднує роль глобального актора і водночас одного з провідних членів ЄС.
Варто також згадати дослідження європейських та українських учених, присвячені питанням безпеки в умовах російсько-української війни, серед яких роботи Майкла Кларка, Бруно Терте, Фредеріка Мерлена, Ірини Костюк, Олени Снігир, Марії Золкіної. Ці автори підкреслюють, що позиція Франції після 2022 року еволюціонувала від обережного балансування до стратегічного партнерства з Україною, що суттєво змінило конфігурацію європейської безпеки.
Таким чином, науковий доробок у сфері дослідження французької геополітичної стратегії є значним і різноманітним, однак більшість наявних праць зосереджуються або на загальнотеоретичних аспектах зовнішньої політики, або на окремих напрямах діяльності Франції – африканському, близькосхідному чи європейському. Водночас комплексного системного аналізу трансформації геополітичної стратегії Франції під впливом російсько-української війни у 2022–2025 роках, який би поєднував теоретичний, практичний і аналітичний виміри, у науковій літературі ще не проведено. Саме ця обставина визначає новизну і наукову цінність даної роботи.
Мета дослідження полягає в комплексному аналізі трансформації геополітичної стратегії Франції під впливом російсько-української війни, з акцентом на еволюцію її зовнішньої політики від діалогу з агресором до активної підтримки жертви агресії та перебудови європейської безпеки.
Для досягнення мети поставлено такі завдання:
- визначити поняття та сутність геополітичної стратегії в міжнародних відносинах;
- проаналізувати теоретичні підходи до вивчення зовнішньої політики європейських держав;
- охарактеризувати методологічні засади аналізу зовнішньополітичної діяльності Франції;
- дослідити основні напрями зовнішньої політики Франції в Європі та світі до 2022 року;
- оцінити роль Франції в системі європейської безпеки, зокрема в НАТО та ЄС, до початку повномасштабної війни;
- проаналізувати відносини Франції з Росією та Україною до вторгнення;
- вивчити реакцію Франції на повномасштабне вторгнення Росії в Україну;
- дослідити еволюцію політичних, економічних та військових рішень Франції щодо України;
- визначити місце Франції в оновленій архітектурі європейської безпеки.
Об'єктом дослідження є геополітична стратегія Франції як ключового актора європейської політики.
Предметом дослідження є процеси трансформації цієї стратегії під впливом російсько-української війни з 2022 року по теперішній час.
Методологічна основа. Дослідження базується на принципах об'єктивності, історизму та системності. Використано загальнонаукові методи: аналіз і синтез для вивчення джерел; порівняльний метод для зіставлення політики Франції до і після 2022 року; історичний метод для хронологічного відтворення подій. Спеціальні методи включають контент-аналіз офіційних документів (промов Макрона, угод про безпеку) та дискурс-аналіз для оцінки риторичних змін. Теоретичною базою слугують неокласичний реалізм (для пояснення впливу геополітичних факторів) та конструктивізм (для аналізу ідентичності Франції як "балансуючої сили").
Інформаційною базою є офіційні документи (Стратегічний компас ЄС, угоди Франції з Україною), наукові публікації (статті в War on the Rocks, RAND reports), аналітичні звіти (від Elcano, Visegrad Fund) та медіа-джерела.
Наукова новизна полягає в комплексному аналізі трансформації стратегії Франції з урахуванням подій 2022-2025 років, включаючи посилення військової присутності в Східній Європі та ініціативи з виробництва озброєнь в Україні, що не було повноцінно висвітлено в попередніх роботах.
Теоретичне значення. Результати дослідження збагачують теоретичний дискурс у сфері геополітики та міжнародних відносин, зокрема, розвиваючи концепцію "стратегічної автономії" в умовах гібридних загроз і багатополярного світу. Аналіз трансформації французької стратегії дозволяє уточнити моделі неокласичного реалізму, демонструючи, як внутрішні фактори (ідентичність, лідерство) взаємодіють з зовнішніми шоками (війна). Крім того, робота сприяє розвитку теорій європейської інтеграції, висвітлюючи роль Франції в еволюції архітектури безпеки ЄС і НАТО, та пропонує нові підходи до вивчення адаптації середніх держав до геополітичних криз.
Практичне значення. Результати проведеного дослідження мають практичну цінність для формування сучасного підходу України до взаємодії з Французькою Республікою в політичній, дипломатичній, економічній та безпековій сферах. Отримані висновки можуть бути використані у діяльності Міністерства закордонних справ України, Комітету Верховної Ради з питань зовнішньої політики, а також у межах аналітичних центрів, що займаються питаннями європейської інтеграції та безпеки.
Матеріали дослідження можуть сприяти удосконаленню механізмів двостороннього стратегічного партнерства між Україною та Францією, зокрема у сфері оборони, енергетики, відновлення після війни, спільних науково-технічних проєктів і культурної дипломатії. Практичні рекомендації, сформульовані в роботі, можуть бути корисними під час розробки державних програм міжнародної співпраці, укладання міжурядових угод і проведення міжпарламентських консультацій.
Крім того, результати дослідження можуть бути застосовані у навчальному процесі – під час викладання курсів з міжнародних відносин, геополітики, європейської інтеграції, зовнішньої політики провідних держав світу, а також у підготовці наукових доповідей і студентських проєктів. Теоретичні положення та узагальнення можуть стати основою для подальших наукових розвідок, присвячених проблемам європейської безпеки, дипломатії Франції та політичних трансформацій у ЄС у зв’язку з російсько-українською війною.
Таким чином, практичне значення роботи полягає у можливості використання її результатів для зміцнення зовнішньополітичних позицій України, розвитку партнерських відносин із Францією та вдосконалення освітньо-наукового потенціалу у сфері міжнародних досліджень.
Структура роботи складається з вступу, трьох розділів, висновків та списку використаних джерел. У першому розділі розглядаються теоретичні та методологічні основи дослідження. Другий розділ присвячено геополітичній стратегії Франції до початку війни. Третій розділ аналізує трансформацію під час конфлікту. У висновках узагальнено результати та запропоновано перспективи подальших досліджень.

Relevance of the topic: The Russian-Ukrainian war, launched by the full-scale invasion of Ukraine by the Russian Federation on 24 February 2022, has become one of the most significant challenges to global security since the end of the Second World War. The conflict has not only caused a humanitarian catastrophe in Ukraine-with millions of refugees, thousands of casualties, and large-scale destruction of infrastructure-but has also profoundly reshaped the geopolitical landscape of Europe and the wider international system. It exposed the vulnerabilities of the post-Cold War international order grounded in the principles of the UN Charter and forced key global actors to reassess their strategic approaches. Among these actors, France occupies a special position as one of the leading states of the European Union, a permanent member of the UN Security Council, and a nuclear power with global ambitions. The transformation of France’s geopolitical strategy during the war illustrates how external shocks influence national policymaking, compelling states to recalibrate the balance between traditional principles of “strategic autonomy” and the need for a collective response to aggression. Prior to 2022, France traditionally positioned itself as a mediator in European affairs, advocating dialogue with Russia as part of a broader vision of a “European security architecture” that would include Moscow. President Emmanuel Macron initiated a “strategic dialogue” with Russia in 2019, perceiving it as part of Europe and criticising the excessive “geopoliticisation” of relations with Eastern European states such as Ukraine. France also remained sceptical about NATO and EU enlargement to the East, fearing escalation with Moscow and seeking to preserve a balance in which Europe would not become overly dependent on the United States. However, the full-scale invasion shattered these assumptions. France - initially attempting to maintain channels of communication with Vladimir Putin (Macron held numerous phone conversations in the early months of the war) - gradually shifted to a significantly firmer stance. This shift manifested in active support for Ukraine: from military assistance (including Caesar artillery systems, AMX-10RC tanks, and SCALP-EG cruise missiles) to diplomatic advocacy of Kyiv’s EU and NATO membership. As of 2024, France provided over €3.8 billion in military assistance to Ukraine and, in February 2024, signed a bilateral security agreement pledging up to €3 billion annually. This evolution-often described as the “Zeitenwende à la française”-reflects not only a reaction to Russian aggression but also France’s aspiration to reinforce its leadership role in Europe amid uncertainty in U.S. and German policies. The relevance of the study is driven by several factors. First, the war in Ukraine has been ongoing for over three years (as of October 2025), and its consequences continue to shape the emerging European security order. France, which served as a co-chair of the Normandy Format before 2022, has transitioned from a mediator in the Donbas peace process to one of Ukraine’s key strategic partners. Second, France’s changing strategy significantly affects the European Union as a whole: Paris promotes the concept of “European sovereignty” in defence, spearheading joint arms procurement initiatives and co-founding the European Political Community (EPC) in 2022-a platform excluding Russia and aimed at stabilising the continent. Third, in the context of global power shifts-from potential changes in U.S. foreign policy following elections to China’s growing influence-the French case provides insight into how middle powers adapt to an increasingly multipolar world. Finally, this topic is of practical importance for Ukraine, as France’s evolving position directly influences the level of military, political, and diplomatic support Kyiv receives. Degree of scientific development of the problem: The geopolitical strategy of France, its foreign policy priorities, and its role in the European security system have long been studied by both international and Ukrainian scholars. Over time, this research has been conducted in the context of broader analyses of international relations, the evolution of the European Union, shifts in global power distribution, and the impact of major conflicts on French foreign policy. Foundational approaches to the study of French foreign policy were established in the works of classical representatives of the French geopolitical school, including Yves Lacoste, Pierre Meland, Philippe Moreau Defarges, Dominique Moïsi, Bertrand Badie, and Thierry de Montbrial. Their contributions emphasise the interplay of historical continuity, cultural influence, and strategic independence within French diplomacy. A particularly significant figure is Hubert Védrine, France’s foreign minister in the 1990s, who articulated the concept of “European strategic autonomy” as an alternative to excessive reliance on the United States. His work, along with that of Thierry de Montbrial, laid the theoretical foundation for Emmanuel Macron’s doctrine of “European sovereignty” and “strategic autonomy” in the 21st century. Thus, while scholarly literature on France’s geopolitical strategy is extensive, most studies are either theoretical or focused on individual foreign policy dimensions (African, Middle Eastern, or European). A comprehensive and systematic analysis of how France’s geopolitical strategy transformed specifically under the influence of the Russian-Ukrainian war in 2022–2025-integrating theoretical, empirical, and analytical perspectives-has not yet been conducted. This gap underscores the novelty and scholarly value of the present study. Research aim - to conduct a comprehensive analysis of the transformation of France’s geopolitical strategy under the influence of the Russian-Ukrainian war, with particular emphasis on its shift from dialogue with the aggressor to active support for the victim of aggression and to the reconfiguration of European security. Research objectives include: to define the concept and essence of geopolitical strategy in international relations; to examine theoretical approaches to analysing the foreign policies of European states; to outline the methodological basis for studying France’s foreign policy activity; to explore the main directions of France’s foreign policy in Europe and globally prior to 2022; to assess France’s role within the European security system, particularly in NATO and the EU, before the full-scale invasion; to analyse France’s relations with Russia and Ukraine prior to the war; to examine France’s response to Russia’s full-scale invasion of Ukraine; to analyse the evolution of France’s political, economic, and military decisions regarding Ukraine; to determine France’s place in the renewed architecture of European security. Object of the study: France’s geopolitical strategy as a key actor in European politics. Subject of the study: the transformation processes of this strategy under the influence of the Russian-Ukrainian war from 2022 to the present. Methodological framework: The study is based on the principles of objectivity, historicism, and systemic analysis. Practical significance: The findings of the research hold practical value for shaping Ukraine’s approach to cooperation with the French Republic in political, diplomatic, economic, and security domains. The results may be used by the Ministry of Foreign Affairs of Ukraine, the Verkhovna Rada Committee on Foreign Policy, and analytical centres working on European integration and security issues. The materials can support the development of bilateral strategic partnerships between Ukraine and France, particularly in defence, energy, post-war reconstruction, joint scientific and technological projects, and cultural diplomacy. The practical recommendations formulated in the study may be applied when drafting state programmes of international cooperation, negotiating intergovernmental agreements, and organising inter-parliamentary consultations. The findings can also be utilised in academic settings - in courses on international relations, geopolitics, European integration, and the foreign policies of major world powers. Theoretical insights may serve as a basis for further research on European security, French diplomacy, and political transformations within the EU in the context of the Russian-Ukrainian war. Relevance of the topic: The Russian-Ukrainian war, launched by the full-scale invasion of Ukraine by the Russian Federation on 24 February 2022, has become one of the most significant challenges to global security since the end of the Second World War. The conflict has not only caused a humanitarian catastrophe in Ukraine-with millions of refugees, thousands of casualties, and large-scale destruction of infrastructure-but has also profoundly reshaped the geopolitical landscape of Europe and the wider international system. It exposed the vulnerabilities of the post-Cold War international order grounded in the principles of the UN Charter and forced key global actors to reassess their strategic approaches. Among these actors, France occupies a special position as one of the leading states of the European Union, a permanent member of the UN Security Council, and a nuclear power with global ambitions. The transformation of France’s geopolitical strategy during the war illustrates how external shocks influence national policymaking, compelling states to recalibrate the balance between traditional principles of “strategic autonomy” and the need for a collective response to aggression. Prior to 2022, France traditionally positioned itself as a mediator in European affairs, advocating dialogue with Russia as part of a broader vision of a “European security architecture” that would include Moscow. President Emmanuel Macron initiated a “strategic dialogue” with Russia in 2019, perceiving it as part of Europe and criticising the excessive “geopoliticisation” of relations with Eastern European states such as Ukraine. France also remained sceptical about NATO and EU enlargement to the East, fearing escalation with Moscow and seeking to preserve a balance in which Europe would not become overly dependent on the United States. However, the full-scale invasion shattered these assumptions. France - initially attempting to maintain channels of communication with Vladimir Putin (Macron held numerous phone conversations in the early months of the war) - gradually shifted to a significantly firmer stance. This shift manifested in active support for Ukraine: from military assistance (including Caesar artillery systems, AMX-10RC tanks, and SCALP-EG cruise missiles) to diplomatic advocacy of Kyiv’s EU and NATO membership. As of 2024, France provided over €3.8 billion in military assistance to Ukraine and, in February 2024, signed a bilateral security agreement pledging up to €3 billion annually. This evolution-often described as the “Zeitenwende à la française”-reflects not only a reaction to Russian aggression but also France’s aspiration to reinforce its leadership role in Europe amid uncertainty in U.S. and German policies. The relevance of the study is driven by several factors. Third, in the context of global power shifts-from potential changes in U.S. foreign policy following elections to China’s growing influence-the French case provides insight into how middle powers adapt to an increasingly multipolar world. Finally, this topic is of practical importance for Ukraine, as France’s evolving position directly influences the level of military, political, and diplomatic support Kyiv receives. Degree of scientific development of the problem: The geopolitical strategy of France, its foreign policy priorities, and its role in the European security system have long been studied by both international and Ukrainian scholars. Over time, this research has been conducted in the context of broader analyses of international relations, the evolution of the European Union, shifts in global power distribution, and the impact of major conflicts on French foreign policy. Foundational approaches to the study of French foreign policy were established in the works of classical representatives of the French geopolitical school, including Yves Lacoste, Pierre Meland, Philippe Moreau Defarges, Dominique Moïsi, Bertrand Badie, and Thierry de Montbrial. Their contributions emphasise the interplay of historical continuity, cultural influence, and strategic independence within French diplomacy. A particularly significant figure is Hubert Védrine, France’s foreign minister in the 1990s, who articulated the concept of “European strategic autonomy” as an alternative to excessive reliance on the United States. His work, along with that of Thierry de Montbrial, laid the theoretical foundation for Emmanuel Macron’s doctrine of “European sovereignty” and “strategic autonomy” in the 21st century. Important contributions to understanding modern French foreign policy have also been made by Pierre Buhon, Jean-Marie Guéhenno, Jean-Dominique Merchet, and Frédéric Charillon, who examine the evolution of France’s defence strategy after the Cold War. This gap underscores the novelty and scholarly value of the present study. Research aim - to conduct a comprehensive analysis of the transformation of France’s geopolitical strategy under the influence of the Russian-Ukrainian war, with particular emphasis on its shift from dialogue with the aggressor to active support for the victim of aggression and to the reconfiguration of European security.
