Abstract
UA : Об’єкт дослідження: системи землеустрою країн Європейського Союзу.
Предмет дослідження: методи, механізми та інструменти землеустрою, спрямовані на вирішення еколого-економічних проблем земельних ресурсів.
Мета роботи: дослідити науково-практичні основи землеусторою в країнах ЄС та визначити можливості використання европейського досвіду в Україні для вирішення еколого-економічних проблем.
Методи дослідження: аналіз нормативних документів ЄС, порівняльний аналіз, системний підхід, картографічні методи, SWOT-аналіз.
У роботі досліджено сучасні виклики землекористування та землеустрою, зокрема екологічні, економічні й соціальні аспекти. Визначено, що в Україні існують значні проблеми, пов’язані з деградацією ґрунтів, урбанізацією, фрагментацією земельних ділянок та відсутністю системного підходу до управління земельними ресурсами. Проаналізовано досвід країн ЄС у впровадженні сучасних моделей управління землеустроєм, зокрема використання інноваційних цифрових технологій, таких як геоінформаційні системи та електронні кадастри.
Результатом роботи стало формулювання рекомендацій для адаптації європейського досвіду землеустрою в Україні. Зокрема, запропоновано вдосконалення законодавчої бази, інтеграцію цифрових інструментів моніторингу та управління земельними ресурсами, створення комплексного економіко-екологічного механізму сталого землекористування. Це сприятиме підвищенню ефективності використання земельних ресурсів, забезпеченню їх екологічної безпеки та підтримці сталого розвитку.
EN : Object of the research: land management in the European Union countries. Subject of the research: methods, mechanisms and tools of land management aimed at solving ecological and economic problems of land resources. Purpose of the work: to investigate the scientific and practical foundations of land management in EU countries and to identify opportunities for using European experience in Ukraine to solve environmental and economic problems. Research methods: analysis of EU regulatory documents, comparative analysis, systemic approach, cartographic methods, SWOT analysis. The thesis explores contemporary challenges in land use and land management, focusing on ecological, economic, and social aspects. It identifies significant problems in Ukraine, including soil degradation, urbanization, land plot fragmentation, and the absence of a systematic approach to land resource management. The research analyzes the experience of EU countries in implementing modern land management models, particularly the use of innovative digital technologies such as geographic information systems (GIS) and electronic cadasters. The outcome of the study is the formulation of recommendations for adapting European land management practices to Ukraine. The proposed measures include improving the legislative framework, integrating digital tools for land resource monitoring and management, and establishing a comprehensive economic-ecological mechanism for sustainable land use. These measures will enhance the efficiency of land resource utilization, ensure their environmental safety, and support sustainable development.
