Удосконалення управління місцевими фінансами в контексті просторового відновлення територій

Abstract

UA : В кваліфікаційній роботі досліджено теоретико-методологічні засади функціонування місцевих фінансів та їх ролі у забезпеченні просторового розвитку й відновлення територій; проаналізовано нормативно-правове та інституційне забезпечення управління місцевими фінансами в Україні; сформовано та обґрунтовано систему показників і методичний підхід до оцінювання фінансових можливостей просторового відновлення територій; розроблено моделі оцінювання та сценарного аналізу управління місцевими фінансами в умовах просторового відновлення на рівні окремої територіальної громади; обґрунтовано рекомендації щодо вдосконалення механізмів управління місцевими фінансами. Наукова новизна одержаних результатів полягає в удосконаленні теоретико-методичних підходів до управління місцевими фінансами в умовах просторового відновлення територій.EN : The qualification work investigated the theoretical and methodological principles of the functioning of local finances and their role in ensuring spatial development and restoration of territories; analyzed the regulatory and institutional support for local finance management in Ukraine; formed and substantiated a system of indicators and a methodological approach to assessing the financial capabilities of spatial restoration of territories; developed models for assessing and scenario analysis of local finance management in the context of spatial restoration at the level of a separate territorial community; substantiated recommendations for improving local finance management mechanisms. The scientific novelty of the results obtained lies in improving theoretical and methodological approaches to managing local finances in the context of spatial restoration of territories.
