Міжнародні гарантії безпеки як інструмент забезпечення національної стійкості України

Abstract

UA : Актуальність дослідження обумовлена тим, що лише з початком повномасштабної війни, значна частина українців усвідомила роль та цінність національної стійкості, необхідність її формування, забезпечення та сприяння розвитку. Національна стійкість є однією із необхідних якостей держави в сучасному світі, для демонстрації власної життєздатності та готовності до будь-якого роду викликів. Динаміка сучасних політичних процесів формує нові виклики для національної стійкості світових держав та України, зокрема, що актуалізує потребу нових наукових розвідок. Серед вітчизняних науковців, які займаються питаннями дослідження національної стійкості є М. Білинська, В. Гандзюра, Т. Герасимчук, М. Матвієнко, М. Назаров, С. Пирожков, О. Резнікова та ін. Дослідники розглядають особливості національної стійкості в історичній ретроспективі її розвитку, в контексті сучасних викликів та відповідно до особливостей євроінтеграції України. Окрім внутрішньополітичних інструментів, таких як співпраця між владою та суспільством, розвинута економіка та громадянське суспільство, в якості забезпечення національної стійкості можуть виступати і зовнішньополітичні інструменти, серед яких − міжнародні гарантії безпеки. В умовах сучасної політичної дійсності відбувається боротьба за лідерство в новій системі світоустрою, протистояння між демократичними цінностями та авторитарними, що актуалізує потребу синхронізації зусиль світової спільноти у протидії гібридним загрозам та підвищенні рівня національної стійкості. Самі ці аспекти багато в чому визначають динаміку російсько-української війни, активізуючи зусилля правлячої політичної еліти України у пошуку міжнародної підтримки. Відтак, актуалізується потреба дослідження міжнародних гарантій безпеки як інструменту забезпечення національної стійкості України в протидії російській агресії та недопущенні її повторення у майбутньому. Проблемна ситуація полягає утому, що на сьогодні Україна лише поступово починає використовувати міжнародні гарантії безпеки як інструмент національної стійкості. Бо за час незалежності хоч і укладалися міжнародні угоди, на кшталт Будапештського меморандуму, якісного результати ці угод не дали. Тому на сьогодні ефективність інструменту впливу міжнародних гарантій безпеки на національну стійкість українців лише починає досліджуватися.EN : The relevance of the study is due to the fact that only with the beginning of a full-scale war, a significant part of Ukrainians realized the role and value of national stability, the need for its formation, provision and promotion of development. National stability is one of the necessary qualities of a state in the modern world, to demonstrate its own viability and readiness for any kind of challenges. The dynamics of modern political processes form new challenges for the national stability of world states and Ukraine, in particular, which actualizes the need for new scientific research. Among domestic scientists who deal with issues of national stability research are M. Bilynska, V. Gandzyura, T. Gerasymchuk, M. Matvienko, M. Nazarov, S. Pyrozhkov, O. Reznikova and others. Researchers consider the features of national stability in the historical retrospective of its development, in the context of modern challenges and in accordance with the features of Ukraine's European integration. In addition to domestic policy instruments, such as cooperation between the government and society, a developed economy and civil society, foreign policy instruments, including international security guarantees, can also act as a means of ensuring national stability. In the conditions of modern political reality, there is a struggle for leadership in the new world order, a confrontation between democratic values ​​and authoritarian ones, which actualizes the need to synchronize the efforts of the world community in countering hybrid threats and increasing the level of national stability. These aspects themselves largely determine the dynamics of the Russian-Ukrainian war, intensifying the efforts of the ruling political elite of Ukraine in seeking international support. Therefore, the need to study international security guarantees as a tool for ensuring the national stability of Ukraine in countering Russian aggression and preventing its recurrence in the future is becoming more urgent. The problematic situation is that today Ukraine is only gradually starting to use international security guarantees as a tool for national stability. Because even though international agreements were concluded during the period of independence, such as the Budapest Memorandum, these agreements did not yield any qualitative results. Therefore, today the effectiveness of the instrument of influence of international security guarantees on the national stability of Ukrainians is only beginning to be studied.
