Політична компетентність громадян як чинник активної політичної участі

Abstract

UA : Завдяки політичній участі надається змога впливати на державні процеси, представляти інтереси громадськості та прямо вирішувати долю та буття держави у цілому. Такі можливості волевиявлення передбачають високий рівень відповідальності від кожного громадянина, ба більше, вони подалі впливатимуть на життя кожного індивіда. Враховуючи сучасні тенденції до аполітичності, незацікавленості, відсутності політичної компетентності у межах громадськості індивіди власноруч позбавляють себе вказаних можливостей чи піддаються спокусі спектру політичних технологій або прямих маніпуляцій, котрі не реалізують бажаних результатів. Тож актуальним є забезпечення необхідного рівня політичної компетентності у громадян задля розуміння вагомості їх залученості та відповідальності у процесах політичної участі, що забезпечить подолання не тільки негативних наслідків абсентеїзму, а й запобігатиме маніпулятивним технологіям, які приховують деструктивні наміри. Проблемна ситуація. Нагальним завданням є висвітлення необхідності та важливості політичної компетентності, яка є чинником активної політичної участі, особливо за умов динамічності інформаційного середовища та сучасним інструментарієм його функціонування. Варто наголосити, що рівень залученості суспільства є важливим критерієм ефективності для демократичної політичної системи. Попри формально задекларовану можливість участі, на практиці спостерігається низька політична активність значної частини населення. Цей розрив між потенціалом участі й реальною залученістю часто зумовлений саме браком політичної компетентності. У цьому контексті постає необхідність зазначення відповідного інструментарію, шляхів забезпечення політичної компетентності задля ефективності реалізації політичної участі громадян як чинника, що не лише стимулює активну участь, а й визначає її якість, усвідомленість і подальшу результативність.EN : Thanks to political participation, it is possible to influence state processes, represent the interests of the public and directly decide the fate and existence of the state as a whole. Such opportunities for expression of will imply a high level of responsibility from each citizen, moreover, they will further influence the life of each individual. Given the current trends towards apoliticality, disinterest, and lack of political competence within the public, individuals themselves deprive themselves of these opportunities or succumb to the temptation of a spectrum of political technologies or direct manipulations that do not achieve the desired results. Therefore, it is relevant to ensure the necessary level of political competence among citizens in order to understand the importance of their involvement and responsibility in the processes of political participation, which will ensure overcoming not only the negative consequences of absenteeism, but also prevent manipulative technologies that hide destructive intentions. Problematic situation. The urgent task is to highlight the need and importance of political competence, which is a factor of active political participation, especially in the conditions of the dynamism of the information environment and the modern tools of its functioning. It is worth emphasizing that the level of public involvement is an important criterion of effectiveness for a democratic political system. Despite the formally declared possibility of participation, in practice there is low political activity of a significant part of the population. This gap between the potential for participation and real involvement is often due to the lack of political competence. In this context, there is a need to indicate the appropriate tools, ways to ensure political competence for the effective implementation of political participation of citizens as a factor that not only stimulates active participation, but also determines its quality, awareness and further effectiveness.
