Механізми протидії корупції в Україні в контексті євроінтеграції

Abstract

UA : Актуальність дослідження обумовлена тим, що дослідження оптимізації механізмів протидії корупції в Україні є однією із провідних тем як для політологічної, так і правової науки. Провідний характер даної тематики дослідження обумовлений тим, що корупція є однією із важких «хвороб» політичної системи країни, яка має негативні наслідки як і для економіки країни, рівня довіри до державних органів влади як внутрішньополітичному рівні, такі для міжнародного іміджу держави в сучасному світі. Процес євроінтеграції на сьогодні є одним із основних завдань для України. Для того щоб успішно виконати дане завдання є нагальна потреба у формуванні ефективних механізмів протидії корупції, які б одночасно були б і ефективними, і відповідали європейським стандартам. На сьогодні перед Україною стоїть мета, яка полягає в оптимізації ефективності антикорупційних механізмів. Саме наближення антикорупційних механізмів до європейських стандартів сприятиме забезпеченню сталого розвитку держави, підвищенню довіри громадян до влади та покращенню міжнародного іміджу України. Враховуючи той факт, що в Україні створено цілу низку антикорупційних органів, ситуація з корупцією в країні не зазнала якісних змін. Необхідно розуміти, що високий рівень корупції є одним із тих факторів, який гальмує економічний розвиток держави, а також зменшує рівень довіри з боку європейських партнерів та стає головною перепоною на шляху до членства в ЄС. Враховуючи це, бачимо, що на сьогодні в Україні є потреба в оптимізації механізмів протидії корупції в Україні відповідно до стандартів ЄС. Варто зазначити, що питання оптимізації механізмів протидії корупції є актуальними по всьому світу. Це обумовлено тим, що корупція має наскрізний характер, що дозволяє їй адаптуватися до особливостей будь-якої системи державного управління. Проблемна ситуація полягає в тому, що незважаючи на створення в Україні низки антикорупційних органів (НАБУ, НАЗК, САП, ВАКС), ефективність їхньої діяльності все ще залишається під питанням. Це пояснюється як недосконалістю законодавчої бази, так і недоліками у функціонуванні самих інституцій, що дозволяє корупційним схемам процвітати. Адаптація антикорупційних механізмів до європейських стандартів є актуальною задачею для забезпечення прозорості, підзвітності та ефективності антикорупційних інституцій.EN : The relevance of the study is due to the fact that the study of the optimization of anti-corruption mechanisms in Ukraine is one of the leading topics for both political science and legal science. The leading nature of this research topic is due to the fact that corruption is one of the serious "diseases" of the country's political system, which has negative consequences for both the country's economy, the level of trust in state authorities at the domestic political level, and for the international image of the state in the modern world. The process of European integration is one of the main tasks for Ukraine today. In order to successfully complete this task, there is an urgent need to form effective mechanisms for combating corruption, which would be both effective and meet European standards. Today, Ukraine faces a goal that consists in optimizing the effectiveness of anti-corruption mechanisms. It is the approximation of anti-corruption mechanisms to European standards that will contribute to ensuring sustainable development of the state, increasing citizens' trust in government, and improving the international image of Ukraine. Given the fact that a number of anti-corruption bodies have been created in Ukraine, the situation with corruption in the country has not undergone qualitative changes. It is necessary to understand that a high level of corruption is one of the factors that slows down the economic development of the state, as well as reduces the level of trust from European partners and becomes the main obstacle on the way to EU membership. Given this, we see that today in Ukraine there is a need to optimize the mechanisms for combating corruption in Ukraine in accordance with EU standards. It is worth noting that the issues of optimizing the mechanisms for combating corruption are relevant all over the world. This is due to the fact that corruption has a cross-cutting nature, which allows it to adapt to the peculiarities of any system of public administration. The problematic situation is that despite the creation of a number of anti-corruption bodies in Ukraine (NABU, NACP, SAPO, VAKS), the effectiveness of their activities still remains questionable. This is explained both by the imperfection of the legislative framework and by shortcomings in the functioning of the institutions themselves, which allows corruption schemes to flourish. Adapting anti-corruption mechanisms to European standards is an urgent task to ensure transparency, accountability and effectiveness of anti-corruption institutions.
