Управления промисловим регіоном на засадах сталого розвитку в умовах військових дій

Abstract

UA : Робота присвячена розробці рекомендацій для управління Запорізьким промисловим регіоном на засадах сталого розвитку в умовах війни. Досліджено економічні, екологічні, соціальні та управлінські виклики, спричинені окупацією 83% території регіону. Запропоновано гібридну модель управління, яка включає цифровізацію адміністративних послуг, цифровий моніторинг довкілля, програми підтримки ВПО, стратегії кібербезпеки та міжнародної співпраці. Теоретичне значення роботи полягає в адаптації принципів сталого розвитку до воєнного контексту, а практичне – у розробці пропозицій, що сприяють зростанню промислового виробництва на 1,5%, рекультивації 10 га земель, працевлаштуванню 1500 осіб, захисту 90% цифрових сервісів і залученню 700 млн грн фінансування. Результати можуть бути використані органами публічного управління, промисловими підприємствами, громадськими організаціями та в освіті для відновлення регіону та інтеграції в європейський простір.EN : The study focuses on developing recommendations for managing the Zaporizhzhia industrial region based on sustainable development principles amid the Russian-Ukrainian war. It addresses economic, ecological, social, and managerial challenges caused by the occupation of 83% of the region’s territory. A hybrid management model was proposed, incorporating digitization of administrative services, digital environmental monitoring, support programs for IDPs and veterans, cybersecurity strategies, and international cooperation initiatives. The theoretical significance lies in adapting sustainable development principles to wartime conditions, while the practical significance is in developing proposals that enable a 1.5% increase in industrial production, reclamation of 10 hectares of land, employment of 1,500 people, protection of 90% of digital services, and attraction of 700 million UAH in funding. The results can be applied in public administration, the industrial sector, social sphere, environmental policy, international cooperation, and education for regional recovery and integration into the European economic space.
