Фінансове забезпечення місцевих бюджетів в контексті фінансової стійкості

Abstract

UA : В кваліфікаційній роботі досліджено теоретико-методологічні підходи до визначення сутності фінансового забезпечення місцевих бюджетів та їх фінансової стійкості в умовах фінансової децентралізації; розроблено методичний підхід до оцінювання фінансової стійкості місцевих бюджетів з урахуванням специфіки воєнного стану; проаналізовано динаміку, структуру та особливості фінансового забезпечення місцевого бюджету Оріхівської міської територіальної громади Запорізької області; оцінено рівень фінансової стійкості місцевого бюджету Оріхівської міської територіальної громади на основі системи кількісних і якісних показників та ідентифіковано основні бюджетні ризики й дисбаланси; обґрунтовано напрями та розроблено практичні рекомендації щодо підвищення фінансової стійкості місцевого бюджету Оріхівської міської територіальної громади.EN : The qualification work investigated theoretical and methodological approaches to determining the essence of the financial support of local budgets and their financial stability in the context of financial decentralization; developed a methodological approach to assessing the financial stability of local budgets taking into account the specifics of martial law; analyzed the dynamics, structure and features of the financial support of the local budget of the Orikhiv city territorial community of Zaporizhia region; assessed the level of financial stability of the local budget of the Orikhiv city territorial community based on a system of quantitative and qualitative indicators and identified the main budget risks and imbalances; substantiated the directions and developed practical recommendations for increasing the financial stability of the local budget of the Orikhiv city territorial community.
