Стратегії формування "розумних" сіл країн ЄС в контексті сталого розвитку

Abstract

UA : Кваліфікаційна робота магістра: 87 с., 10 рис., 10 табл., 50 джерел. Об’єкт дослідження: процеси формування та реалізації стратегій розвитку «розумних» сіл. Предмет дослідження: теоретичні, методичні та практичні аспекти розробки й реалізації стратегій «розумних» сіл у країнах ЄС у контексті сталого розвитку сільських територій. Мета роботи: визначити особливості формування та реалізації стратегій «розумних» сіл у країнах Європейського Союзу в контексті забезпечення сталого розвитку сільських територій та розробити рекомендації щодо їх адаптації та застосування в Україні. Методи дослідження: методи аналізу та синтезу, порівняльний аналіз, статистичні методи, кейс-стаді, картографічний і табличний методи. У роботі досліджено теоретичні основи концепції «розумних» сіл та їхню роль у забезпеченні сталого розвитку сільських територій. Проведено аналіз міжнародного досвіду формування стратегій у країнах ЄС, таких як Німеччина, Франція, Естонія, Португалія та Польща. Визначено ключові фактори успішної реалізації стратегій: цифровізація, залучення громад, інноваційний підхід до управління ресурсами та підтримка з боку держави. Проаналізовано кейси «розумних» сіл, роль цифрових технологій і інновацій у їхньому розвитку. Розроблено рекомендації щодо адаптації успішного європейського досвіду для України з урахуванням її соціально-економічних і регіональних особливостей.EN : Qualification work: 87 pages, 10 figures, 10 tables, 50 sources. The object of the research: the processes of formation and implementation of strategies for the development of "smart" villages. The subject of the research: theoretical, methodological, and practical aspects of developing and implementing strategies for "smart" villages in EU countries in the context of sustainable rural development. The purpose of the work: to determine the peculiarities of the formation and implementation of strategies for "smart" villages in the European Union countries in the context of ensuring sustainable rural development and to develop recommendations for their adaptation and application in Ukraine. Research methods: methods of analysis and synthesis, comparative analysis, statistical methods, case studies, cartographic, and tabular methods. The paper explores the theoretical foundations of the "smart village" concept and its role in achieving sustainable rural development. It analyzes international experience in developing strategies in EU countries such as Germany, France, Estonia, Portugal, and Poland. The study identifies key factors for successful strategy implementation: digitalization, community involvement, innovative resource management approaches, and state support. Case studies of "smart" villages and the role of digital technologies and innovations in their development are presented. Recommendations have been developed for adapting successful European experience to Ukraine, considering its socio-economic and regional characteristics.
