Фінансове забезпечення відновлення України

Abstract

UA : В роботі досліджено теоретико-методичні засади фінансового забезпечення відновлення, уточнено зміст, принципи та ключові критерії результативності й стійкості фінансування; проаналізовано структуру та динаміку джерел фінансування відновлення України та їхній вплив на макрофінансові параметри; оцінено фінансові потреби відновлення та наявні обмеження/розрив фінансування з урахуванням ризиків війни, інституційної спроможності та вартості капіталу; визначено ключові ризики та бар’єри фінансового забезпечення відбудови і систематизовано інструменти їх мінімізації; розроблено пропозиції щодо удосконалення механізмів фінансового забезпечення відновлення України та сформовано сценарні підходи і практичні рекомендації для основних стейкхолдерів. Наукова новизна роботи полягає у розвитку прикладних підходів до фінансового забезпечення відновлення України на макрорівні.EN : The paper explores the theoretical and methodological foundations of financial support for recovery, clarifies the content, principles, and key criteria for the effectiveness and sustainability of financing; analyzes the structure and dynamics of sources of financing for Ukraine's recovery and their impact on macrofinancial parameters; assesses the financial needs of recovery and existing limitations/gaps in financing, taking into account the risks of war, institutional capacity, and cost of capital; identifies key risks and barriers to financial support for reconstruction and systematizes tools for their minimization; develops proposals for improving mechanisms for financial support for Ukraine's recovery, and formulates scenario approaches and practical recommendations for key stakeholders. The scientific novelty of the paper lies in the development of applied approaches to financial support for Ukraine's recovery at the macro level.
