Abstract
UA : В епоху цифрових технологій соціальні мережі стали невіддільною частиною політичного життя, радикально змінивши комунікацію між державою, громадянським суспільством й зовнішніми гравцями на світовій арені. Доступність, швидкість та інтерактивність поширення контенту трансформують механізми взаємодії у політичному просторі, поступово замінюючи традиційні медіа – радіо, телебачення та друковану пресу на користь нових, більш оперативних та персоналізованих каналів отримання інформації.
Від початку російсько-української війни у 2014 році, а особливо після повномасштабного вторгнення 24 лютого 2022 року, інформаційний простір став театром гібридного протистояння. Україна опинилася в епіцентрі масштабної цифрової війни, в якій соціальні мережі набули ознак амбівалентного інструменту впливу. З одного боку, вони стали ефективним засобом оперативного інформування населення, мобілізації волонтерів, поширення громадянських ініціатив, збільшення у країні патріотичних наративів та комунікації із міжнародною спільнотою. З іншого – ці ж платформи використовуються агресором для ведення інформаційно-психологічних операцій: поширення дезінформації, конспірологічних теорій, емоційної маніпуляції, а також дискредитації українських інституцій та оборонних структур.
Проблемна ситуація дослідження полягає в тому, що в умовах гібридної війни соціальні мережі набули суперечливого статусу. Вони слугують одночасно як інструмент демократизації політичного процесу, зворотного зв’язку, мобілізації населення, так і як простір для ведення інформаційних атак, маніпуляцій та втручання у внутрішні справи держави. Цей дуалізм функцій ускладнює формування ефективної державної політики в сфері інформаційної безпеки та потребує політологічного осмислення.
Попри значний обсяг наукових праць, присвячених політичній комунікації та впливу соціальних мереж, саме гібридний контекст – як системна багаторівнева загроза, що поєднує воєнні, інформаційні, психологічні, політичні й кібер- складові – потребує оновлення підходів до дослідження. Особливо актуально вивчати досвід України як країни, що водночас є і об’єктом, і суб’єктом цифрового впливу в умовах повномасштабної війни.
EN : In the era of digital technologies, social networks have become an integral part of political life, radically changing communication between the state, civil society and external players on the world stage. The accessibility, speed and interactivity of content distribution are transforming the mechanisms of interaction in the political space, gradually replacing traditional media - radio, television and the printed press - in favor of new, more operational and personalized channels for obtaining information. Since the beginning of the Russian-Ukrainian war in 2014, and especially after the full-scale invasion on February 24, 2022, the information space has become a theater of hybrid confrontation. Ukraine has found itself at the epicenter of a large-scale digital war, in which social networks have acquired the features of an ambivalent tool of influence. On the one hand, they have become an effective means of promptly informing the population, mobilizing volunteers, spreading civic initiatives, increasing patriotic narratives in the country and communication with the international community. On the other hand, these same platforms are used by the aggressor to conduct information and psychological operations: the spread of disinformation, conspiracy theories, emotional manipulation, as well as discrediting Ukrainian institutions and defense structures. The problematic situation of the study is that in the conditions of hybrid war, social networks have acquired a contradictory status. They serve both as a tool for democratizing the political process, feedback, and mobilization of the population, and as a space for conducting information attacks, manipulation, and interference in the internal affairs of the state. This duality of functions complicates the formation of effective state policy in the field of information security and requires political scientific understanding. Despite the significant volume of scientific works devoted to political communication and the influence of social networks, it is the hybrid context - as a systemic multi-level threat that combines military, information, psychological, political, and cyber components - that requires updating approaches to research. It is especially relevant to study the experience of Ukraine as a country that is both an object and a subject of digital influence in the conditions of a full-scale war.
