Взаємодія органів місцевого самоврядування з органами державної влади у розбудові безпечного середовища територіальних громад

Abstract

UA : Мета дослідження: обґрунтувати теоретико-методологічні засади та на основі аналізу національних і міжнародних практик розробити практичні рекомендації щодо формування безпечного середовища територіальних громад. Об’єкт дослідження: система взаємодії органів місцевого самоврядування та органів державної влади у сфері публічної безпеки. Предмет дослідження: правові, інституційні, організаційні, фінансово економічні, соціально-комунікаційні та технологічні механізми забезпечення безпеки територіальних громад. Методи дослідження: аналіз і синтез, системно-структурний та порівняльно-правовий підходи, інституційний і статистичний аналіз, контент аналіз нормативно-правових актів, кейс-стаді. Наукова новизна дослідження полягає у формуванні комплексного механізму забезпечення безпеки територіальних громад, що базується на багаторівневій взаємодії, інституційному посиленні координації, використанні цифрових інновацій та багатоканальному фінансуванні. Гіпотеза: безпечне середовище формується через комплексну інтеграцію правових, інституційних, цифрових і громадських механізмів, що забезпечує стійкість територіальних громад у кризових та посткризових умовах. Висновки: система взаємодії органів влади у сфері безпеки в Україні є багаторівневою, але потребує кращої координації та кризового управління; на прикладі Широківської громади виявлено як позитивні практики партнерства, так і ресурсні й кадрові проблеми; зарубіжний досвід підтвердив ефективність партнерських та інноваційних моделей; запропонована авторська концепція спрямована на модернізацію нормативної бази, інституційне посилення, цифровізацію та активізацію участі громадян.EN : Purpose of the study: to substantiate the theoretical and methodological foundations and, based on the analysis of national and international practices, to develop practical recommendations for creating a safe environment in territorial communities. Object of the study: the system of interaction between local self-government bodies and state authorities in the field of public safety. Subject of the study: legal, institutional, organizational, financial-economic, socio-communicative, and technological mechanisms for ensuring the safety of territorial communities. Research methods: analysis and synthesis, systemic-structural and comparative legal approaches, institutional and statistical analysis, content analysis of regulatory legal acts, and case study. Scientific novelty of the research: lies in the formation of a comprehensive mechanism for ensuring the safety of territorial communities based on multi-level interaction, strengthened institutional coordination, the use of digital innovations, and multi-channel financing. Hypothesis: a safe environment is formed through the comprehensive integration of legal, institutional, digital, and civic mechanisms that ensure the resilience of territorial communities in crisis and post-crisis conditions. Conclusions: the system of interaction among authorities in the field of security in Ukraine is multi-level but requires improved coordination and crisis management; the case of the Shyroke territorial community revealed both positive partnership practices and resource and staffing challenges; international experience confirmed the effectiveness of partnership-based and innovative models; the proposed author’s concept is aimed at modernizing the regulatory framework, strengthening institutions, advancing digitalization, and enhancing citizen participation.
