Організація роботи митного декларанта Запорізької ТПП в умовах воєнного часу

Abstract

UA : У сучасних умовах глобалізації, цифровізації та постійної трансформації ринкових відносин ефективне митне оформлення вантажів є ключовим фактором забезпечення стабільності та конкурентоспроможності підприємств, що здійснюють зовнішньоекономічні операції. Воєнний стан у країні створює додаткові виклики для діяльності митних декларантів, зумовлюючи необхідність адаптації організаційних, технологічних, кадрових та фінансових механізмів до нових реалій. Метою роботи є визначення напрямів удосконалення організації роботи митного декларанта ЗТПП та оцінка ефективності застосування комплексних механізмів управління у воєнний період. Для досягнення цієї мети визначено завдання: аналіз сучасного стану зовнішньоекономічної діяльності та митного декларування, дослідження організаційних і технологічних механізмів підвищення ефективності роботи, оцінка кадрових і фінансових інструментів підтримки продуктивності та розробка пропозицій щодо удосконалення комунікації між митними органами, ЗТПП та підприємствами. Об’єктом дослідження є діяльність митного декларанта Запорізької ТПП, а предметом – організаційні, технологічні, кадрові та фінансові механізми, що забезпечують ефективність його роботи в умовах воєнного часу. У роботі проведено аналіз кадрових механізмів, таких як підвищення кваліфікації, мотивація персоналу та створення резерву фахівців, що дозволяє забезпечити безперервність і стабільність процесів декларування. Особливу увагу приділено фінансовим механізмам – оптимізації витрат, залученню зовнішнього фінансування та інвестиціям у цифрові сервіси, що сприяє підвищенню продуктивності та конкурентоспроможності ЗТПП. Важливим напрямом дослідження є цифровізація процесів митного декларування, використання електронних платформ, автоматизація декларацій та контроль проходження вантажів у режимі реального часу, що забезпечує точність оформлення документів, скорочення часу обробки та підвищення задоволеності клієнтів. Крім того, у роботі розглянуто організаційні механізми, включаючи структуру управління, моніторинг ключових показників діяльності та регулярні наради для оцінки ефективності роботи декларантів. Розроблені антикризові сценарії дозволяють ЗТПП швидко реагувати на форс-мажорні обставини, зміни законодавства та перебої у логістичних ланцюгах, що є надзвичайно актуальним у воєнний період. Практичне значення роботи полягає у можливості застосування розроблених рекомендацій для підвищення ефективності діяльності митного декларанта, оптимізації процесів, зниження ризиків порушень і підвищення оперативності оформлення вантажів.EN : In modern conditions of globalization, digitalization and constant transformation of market relations, effective customs clearance of goods is a key factor in ensuring the stability and competitiveness of enterprises engaged in foreign economic operations. Martial law in the country creates additional challenges for the activities of customs declarants, making it necessary to adapt organizational, technological, personnel and financial mechanisms to new realities. The purpose of the work is to identify areas for improving the organization of the work of the customs declarant of the Ukrainian Chamber of Commerce and Industry and assess the effectiveness of the application of complex management mechanisms during wartime. To achieve this goal, the following tasks have been defined: analysis of the current state of foreign economic activity and customs declaration, research of organizational and technological mechanisms for increasing work efficiency, assessment of personnel and financial instruments to support productivity and development of proposals for improving communication between customs authorities, the Ukrainian Chamber of Commerce and Industry and enterprises. The object of the study is the activity of the customs declarant of the Zaporizhzhia CCI, and the subject is the organizational, technological, personnel and financial mechanisms that ensure the effectiveness of his work in wartime conditions. The paper analyzes personnel mechanisms, such as advanced training, staff motivation and the creation of a reserve of specialists, which allows ensuring the continuity and stability of the declaration processes. Particular attention is paid to financial mechanisms - cost optimization, attracting external financing and investments in digital services, which contributes to increasing the productivity and competitiveness of the ZCCI. An important area of research is the digitalization of customs declaration processes, the use of electronic platforms, automation of declarations and control of the passage of goods in real time, which ensures the accuracy of document processing, reducing processing time and increasing customer satisfaction. In addition, the paper considers organizational mechanisms, including the management structure, monitoring of key performance indicators and regular meetings to assess the effectiveness of the declarants. The developed anti-crisis scenarios allow the Ukrainian Chamber of Commerce and Industry to quickly respond to force majeure circumstances, changes in legislation and disruptions in logistics chains, which is extremely relevant in wartime. The practical significance of the work lies in the possibility of applying the developed recommendations to increase the efficiency of the customs declarant's activities, optimize processes, reduce the risks of violations and increase the efficiency of cargo clearance.
