Роль міжнародних організацій в сучасній світовій політиці

Abstract

UA : Актуальність дослідження зумовлена тим, що на сьогодні міжнародні організації (МО) є одним із запобіжників на шляху розповсюдження глобального хаосу та основним механізмом узгодження інтересів майже 200 держав, які складають політичну мапу світу. Міжнародні організації створюють правове поле, у якому функціонує сучасна політика. Так, наприклад, без статуту ООН, конвенцій СОТ, правил МВФ та інших подібних організацій (ВООЗ, ЮНЕСКО, МАГАТЕ тощо) міжнародні відносини перетворилися б на постійну війну всіх проти всіх. В той час як ці організації мінімізують можливі конфлікти у торгівлі, як наприклад, торгівельні війни, та дипломатії. Тож держави прагнуть отримати підтримку міжнародних організацій, наприклад, у вигляді резолюцій Генасамблеї ООН, щоб їхні дії виглядали законними в очах світової спільноти. Таким чином, ми можемо сказати, що міжнародні організації виступають у вигляді «м’якої сили», яка дозволяє країнам об’єднуватися проти порушників міжнародного права шляхом застосування санкцій чи засобів дипломатичної ізоляції. Виходячи із зазначеного ми можемо говорити, що обрана нами тема є актуальною для дослідження. Актуальність можна представити у декількох аспектах: по-перше, в останні роки, у зв’язку із кризою ефективності системи колективної безпеки, спричиненої російською війною проти України, конфліктом у секторі Газа, війною у Перській Затоці та іншими конфліктами, міжнародні організації демонструють обмежену здатність зупиняти масштабні агресії, тому дане дослідження буде актуальним для пошуку шляхів реформування цих структур; по-друге, сучасна світова політика включає не лише класичні війни, а й гібридні загрози. Тож важливо зрозуміти, як міжнародні організації можуть вибудувати нові норми регулювання з урахуванням розповсюдження кібератак, використання енергоресурсів як зброї тощо; по-третє, дана тема є надзвичайно актуальною для нашої держави, адже для України співпраця з МВФ, Світовим банком є запорукою економічної стійкості, робота з Міжнародним кримінальним судом (МКС) дозволить забезпечення притягнення агресора до відповідальності і таке інше. Отже, дослідження міжнародних організацій дозволяє зрозуміти, чи зможе людство оновити міжнародні правила взаємодії, щоб уникнути глобального хаосу.EN : The relevance of the study is due to the fact that today international organizations (IOs) are one of the safeguards against the spread of global chaos and the main mechanism for coordinating the interests of almost 200 states that make up the political map of the world. International organizations create the legal field in which modern politics operates. For example, without the UN Charter, WTO conventions, IMF rules and other similar organizations (WHO, UNESCO, IAEA, etc.), international relations would turn into a constant war of all against all. While these organizations minimize possible conflicts in trade, such as trade wars, and diplomacy. Therefore, states seek to obtain the support of international organizations, for example, in the form of resolutions of the UN General Assembly, so that their actions look legitimate in the eyes of the world community. Thus, we can say that international organizations act as a "soft power" that allows countries to unite against violators of international law by applying sanctions or means of diplomatic isolation. Based on the above, we can say that the topic we have chosen is relevant for research. The relevance can be presented in several aspects: firstly, in recent years, due to the crisis in the effectiveness of the collective security system caused by the Russian war against Ukraine, the conflict in the Gaza Strip, the war in the Persian Gulf and other conflicts, international organizations have demonstrated a limited ability to stop large-scale aggression, so this study will be relevant for finding ways to reform these structures; secondly, modern world politics includes not only classic wars, but also hybrid threats. Therefore, it is important to understand how international organizations can build new regulatory norms taking into account the spread of cyberattacks, the use of energy resources as weapons, etc.; thirdly, this topic is extremely relevant for our state, because for Ukraine, cooperation with the IMF, the World Bank is a guarantee of economic stability, work with the International Criminal Court (ICC) will ensure that the aggressor is brought to justice, and so on. Therefore, the study of international organizations allows us to understand whether humanity will be able to update international rules of interaction to avoid global chaos.
