Оптимізація функціонування державної міграційної служби в умовах війни

Abstract

UA : Мета дослідження – обґрунтування теоретичних положень та розроблення практичних рекомендацій щодо оптимізації діяльності Державної міграційної служби в умовах війни. Об’єкт дослідження: Державна міграційна служба. Предмет дослідження: процес оптимізації функціонування Державної міграційної служби в умовах війни. Методи дослідження: аналіз, синтез, індукція, дедукція, абстрагування, узагальнення, аналіз статистичних даних. Висновки: 1. Державна міграційна служба України – центральний орган виконавчої влади, який реалізує державну політику у сферах міграції (імміграції та еміграції), у тому числі протидії нелегальній (незаконній) міграції, громадянства, реєстрації фізичних осіб, біженців та інших визначених законодавством категорій мігрантів. 2. Специфіка надання послуг державною міграційною службою в умовах війни пов’язана з такими її наслідками, як зміни на ринку праці, підвищене навантаження на працівників, зниження мотивації та вигорання. Щодо організації роботи під час воєнного стану, то наявними є припинення дії надання послуг під час повітряних тривог, розширення каналів спілкування з отримувачами послуг, впровадження спрощених процедур, гнучкість та клієнтоорієнтованість. 3. Основними напрямами оптимізації діяльності Державної міграційної служби в умовах війни є використання систем цифровізації для більш швидкого надання послуг; формування електронних баз даних та систем ідентифікації особи; взаємодія з іншими національними та міжнародними структурами; проведення регулярних статистичних обстежень та опитувань з метою виявлення проблем функціонування служб та рівня задоволеності їх послугами; дотримання правил в’їзду та реадмісія осіб, які нелегально пересікли кордони.EN : The purpose of the study is to substantiate theoretical provisions and develop practical recommendations for optimizing the activities of the State Migration Service in wartime. Object of the study: State Migration Service. Subject of the study: the process of optimizing the functioning of the State Migration Service in wartime. Research methods: analysis, synthesis, induction, deduction, abstraction, generalization, analysis of statistical data. Conclusions: 1. The State Migration Service of Ukraine is a central executive body that implements state policy in the areas of migration (immigration and emigration), including counteraction to illegal (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined by law. 2. The specifics of the provision of services by the State Migration Service in wartime are associated with its consequences, such as changes in the labor market, increased workload on employees, reduced motivation and burnout. As for the organization of work during martial law, the following are available: the termination of the provision of services during air raids, the expansion of communication channels with service recipients, the introduction of simplified procedures, flexibility and customer orientation. 3. The main areas of optimization of the activities of the State Migration Service in wartime are the use of digitalization systems for faster service provision; the formation of electronic databases and personal identification systems; interaction with other national and international structures; conducting regular statistical surveys and polls to identify problems in the functioning of services and the level of satisfaction with their services; compliance with the rules of entry and readmission of persons who have illegally crossed the borders.
