Формування механізму реалізації доступу внутрішньо переміщених осіб до публічних послуг в умовах воєнного стану

Abstract

UA : Мета дослідження: формування механізму реалізації доступу внутрішньо переміщених осіб до державних послуг в умовах воєнного стану. Об’єкт дослідження: система державних послуг в Україні в умовах воєнного стану. Предмет дослідження: особливості реалізації доступу внутрішньо переміщених осіб до державних послуг в умовах воєнного стану. Методи дослідження: індукції, дедукції, аналізу, синтезу, узагальнення. Новизна дослідження: сформовані шляхи оптимізації функціонування публічно-управлінських механізмів реалізації доступу ВПО до державних послуг в умовах воєнного стану. Гіпотеза: оптимізація функціонування публічно-управлінських механізмів для ВПО в умовах воєнного стану забезпечується через спрощення процедури отримання статусу ВПО, скорочення термінів розгляду заявок і обсягу всіх документів. Висновки: 1. Важливим є запровадження європейських підходів до децентралізації та підтримки місцевих громад у наданні допомоги ВПО, створення прозорого доступу до інформації для ВПО через цифрові платформи. 2. Впровадження системи моніторингу, аналогічного європейського механізму оцінювання політики для біженців у ЄС (ERF), що підтверджує ефективність програми інтеграції та забезпечення прав ВПО, є одним зі шляхів оптимізації доступу ВПО до державних послуг. 3. Оптимізація доступу ВПО до державних послуг вимагає комплексного підходу, інтеграції цифрових рішень, фінансування та ефективної співпраці на всіх рівнях влади.EN : Research objective: development of the mechanism for the implementation of the access of internally displaced persons to public services under conditions of martial law. Subject of research: system of public services in Ukraine under conditions of martial law. Scope of research: special aspects of implementation of the access of internally displaced persons to public services under conditions of martial law. Research methods: induction, deduction, analysis, synthesis, and generalization. The research is novel in that it develops ways of optimizing the functioning of public and management mechanisms for the implementation of the access of internally displaced persons to public services under conditions of martial law. Hypothesis: the optimization of the functioning of public and management mechanisms for internally displaced persons under conditions of martial law is ensured via simplification of the procedure of granting a status of internally displaced person, reduction of applications processing term, and scope of all documents. Conclusions: 1. It is important to implement European approaches to decentralization and support of local communities in providing assistance to internally displaced persons, granting transparent access to information for internally displaced persons via digital platforms. 2. The implementation of the monitoring system, similar to the European mechanism of evaluation of refugee policy in the EU (ERF) confirming the efficiency of the program of integration and enforcement of rights of internally displaced persons is one of the ways of optimizing access of internally displaced persons to public services. 3. The optimization of access of internally displaced persons to public services requires a comprehensive approach, integration of digital solutions, financing, and efficient cooperation at all levels of governance.
