Об'єктом дослідження є діяльність великих суб'єктів господарювання у сфері захисту населення, зокрема торговельної мережи ТОВ «Епіцентр-К»
Предметом дослідження є теоретико-методологічні та науково-практичні аспекти соціально-економічної оцінки ефективності заходів із захисту населення на рівні великих комерційних підприємств у контексті трансформації безпекового середовища.
Мета кваліфікаційної роботи полягає в розробці та апробації комплексної методології соціально-економічної оцінки діяльності суб'єктів господарювання у сфері захисту населення та формуванні практичних рекомендацій щодо оптимізації таких інвестицій на прикладі ТОВ «Епіцентр-К».
Методи дослідження: застосовувалися ризик-орієнтований аналіз, аналіз «витрати-користь» та «витрати-ефективність», метод трансферу вигід, системний аналіз, фінансово-економічний аналіз, статистичний аналіз часових рядів, порівняльний аналіз, ситуаційний аналіз, метод експертного оцінювання, дедуктивний та індуктивний методи логічного узагальнення.
Наукова новизна дослідження полягає в обґрунтуванні захисту населення як стратегічної функції безпеки підприємства та доведенні ефективності інвестицій у безпеку. Практичне значення використання результатів бізнесом і державою для управління ризиками та прийняття інвестиційних і регуляторних рішень.
EN : The work is presented on 72 pages of printed text, contains 11 tables, 1 figures. The list of referеnces includes 62 sources, 3 of them in foreign languages. Object of research is the activities of large business entities in the sphere of population protection, particularly the retail network LLC 'Epicentr-K' with over 70 facilities throughout the territory of Ukraine. Subject of research comprises theoretical-methodological and scientific-practical aspects of socio-economic assessment of effectiveness of population protection measures at the level of large commercial enterprises in the context of transformation of security environment. Objective of the thesis is to develop and test a comprehensive methodology for socio-economic assessment of population protection activities by business entities and to formulate practical recommendations for optimization of such investments based on the example of LLC 'Epicentr-K'. Research methods: risk-oriented analysis, cost-benefit analysis and cost-effectiveness analysis, benefit transfer method, systems analysis, financial and economic analysis, statistical time series analysis, comparative analysis, situational analysis, expert evaluation method, deductive and inductive methods of logical generalization were applied throughout the research. Scientific novelty of the research lies in substantiation of a new paradigm understanding population protection as a strategic function of socio-economic security of enterprise, rather than exclusively as a cost center or regulatory compliance. The thesis develops and tests a comprehensive system of evaluation indicators combining traditional lagging indicators such as injury rates with leading indicators including personnel training coverage and emergency response time, as well as social indicators such as perception of safety index. A four-level model of evolution of protection function is verified: from compliance to proactive corporate social responsibility, further to strategic security and resilience, and finally to commercialization of security competencies. Cost-benefit analysis methodology is applied using benefit transfer method for calculating value of statistical life in Ukrainian context; research demonstrates that Benefit-Cost Ratio for personnel training investments equals 170. Critical limits of economic rationality of active protection measures against zero-reaction-time threats are identified based on analysis of Kharkiv tragedy of May 25, 2024. The role of psychological safety and social programs in stimulating personnel and ensuring effectiveness of population protection system in crisis conditions is substantiated. Research results can be applied by large retail networks and manufacturing enterprises for developing risk management strategies and justifying investments in employee and customer safety, by state and local authorities in developing civil protection strategies and attracting private sector participation in public safety provision, by developers of regulatory framework in occupational safety, civil protection, and risk management as a standard for improvement of requirements and standards, and by investors and creditors in assessing impact of security system effectiveness on business valuation and investment attractiveness.
