Інноваційні підходи до надання соціальних послуг на базі цифрових платформ

Abstract

UA : Мета дослідження: комплексне вивчення процесу цифрової трансформації у сфері соціальної роботи, аналіз впливу цифрових платформ на доступність та ефективність надання соціальних послуг, виявлення переваг і викликів цифровізації в умовах воєнних і повоєнних реалій України, розробка науково обґрунтованих рекомендацій щодо вдосконалення системи соціального захисту через використання інноваційних технологій. Об’єкт дослідження: цифрові платформи у сфері соціальної роботи. Предмет дослідження: особливості організації та застосування цифрових платформ у наданні соціальних послуг в Україні. Методи дослідження: аналіз, синтез, індукція, дедукція. Гіпотеза: ефективне впровадження цифрових платформ у соціальну роботу сприяє підвищенню доступності й адресності послуг, оптимізації процесів взаємодії між державними структурами, громадами та громадянами, зменшенню адміністративних бар’єрів, проте водночас потребує подолання цифрової нерівності, забезпечення етичних стандартів і формування нових професійних компетентностей соціальних працівників. Висновки: 1. Цифрові платформи є ключовим чинником модернізації соціальної сфери, забезпечуючи швидший доступ, прозорість і контроль за наданням соціальних послуг. 2. Успішність цифрової трансформації залежить від комплексної взаємодії держави, громад та громадянського суспільства, а також від розвитку цифрових компетентностей фахівців соціальної роботи. 3. В умовах війни та повоєнної відбудови цифровізація стає стратегічним ресурсом забезпечення соціальної стабільності й соціальної інтеграції.EN : The aim of the research is to comprehensively study the process of digital transformation in the field of social work, to analyze the impact of digital platforms on the accessibility and efficiency of social services, to identify the advantages and challenges of digitalization in the wartime and post-war realities of Ukraine, and to develop scientifically grounded recommendations for improving the system of social protection through the use of innovative technologies. Research Object – digital platforms in the field of social work. Research Subject – organization and application of digital platforms in the provision of social services in Ukraine. Research Methods: analysis, synthesis, induction, deduction. Hypothesis: the effective implementation of digital platforms in social work contributes to increasing the accessibility and targeting of services, optimizing interaction processes between state institutions, communities, and citizens, and reducing administrative barriers. At the same time, it requires overcoming digital inequality, ensuring ethical standards, and developing new professional competencies for social workers. Conclusions: 1. Digital platforms are a key factor in the modernization of the social sphere, providing faster access, greater transparency, and enhanced control over the delivery of social services. 2. The success of digital transformation depends on comprehensive cooperation between the state, local communities, and civil society, as well as on the development of digital competencies among social work professionals. 3. In the context of war and post-war recovery, digitalization becomes a strategic resource for ensuring social stability and integration.
