Abstract
UA : Держава передусім є соціальною системою, основою якої є населення, яке складається з численних соціальних спільнот, об’єднаних характерними зв’язками. Серед усіх соціальних груп, найбільш чисельними комплексними є етнічні та національні групи, адже вони об’єднані найбільшою кількістю соціальних зв’язків (не обов’язково всіма, але великою кількістю): спільною історією, мовою, культурою, традиціями, релігією тощо. На основі власної етнічної приналежності групи вибудовують політичну ідентичність та орієнтації, через які вони реалізують свій вплив – формуючи політику в межах власної національної держави або впливаючи на прийняття рішень у державі, де вони мешкають.
В умовах сучасного світу, в якому роль міжетнічних взаємодій тільки зростає, формування ефективної етнонаціональної політики стає одним із ключових чинників забезпечення політичної стабільності, національної безпеки та сталого розвитку держави.
Питання етнонаціональної політики гостро стоїть перед Україною, набуваючи особливого значення у контексті викликів, з якими стикається наша країна. Політика держави щодо національних меншин і міжетнічних відносин безпосередньо впливає на соціальну стабільність, політичну згуртованість, що є особливо важливим в умовах військової агресії, коли необхідно забезпечити національну єдність та громадянську солідарність.
Агресивна війна, розпочата Російською Федерацією у 2014 році, створила нові виклики для етнонаціональної політики України. Внутрішнє переміщення населення, зростання кількості біженців, зміни у демографічній структурі та потреба у реінтеграції після завершення бойових дій потребують адаптації державних стратегій і механізмів управління міжетнічними відносинами. У цьому контексті дослідження ефективних моделей етнонаціональної політики стає необхідним для забезпечення повоєнного відновлення держави, інтеграції всіх етнічних груп у суспільне життя та формування стійкої моделі національної єдності.
Проблемна ситуація зумовлена зміною суспільно-політичної ситуації в Україні внаслідок повномасштабної агресії РФ, яка виявила вразливість і застарілість довоєнних підходів до регулювання міжетнічних відносин. Агресор активно використовує «етнічний чинник» та мовне питання як інструмент гібридної війни, спекулюючи на правах національних спільнот для дестабілізації внутрішньої ситуації та виправдання окупації. Це створює гостру суперечність між необхідністю консолідації української політичної нації задля оборони та наявністю ризиків використання етнокультурних відмінностей зовнішніми силами.
Водночас, набуття Україною статусу кандидата в члени ЄС та початок переговорного процесу вимагають імплементації європейських норм захисту прав нацменшин, що потребує балансування між європейськими стандартами та інтересами національної безпеки. Ситуація ускладнюється невизначеністю механізмів майбутньої реінтеграції деокупованих територій, де етнонаціональна структура та суспільні настрої зазнали суттєвих деформацій внаслідок тривалої ворожої пропаганди, що за відсутності виваженої стратегії може стати джерелом соціальної напруги у повоєнний період.
EN : The state is primarily a social system, the basis of which is the population, which consists of numerous social communities united by characteristic ties. Among all social groups, the most numerous and complex are ethnic and national groups, because they are united by the greatest number of social ties (not necessarily all, but a large number): common history, language, culture, traditions, religion, etc. On the basis of their own ethnicity, groups build political identity and orientations through which they exercise their influence - shaping policy within their own national state or influencing decision-making in the state where they live. In the conditions of the modern world, in which the role of interethnic interactions is only growing, the formation of an effective ethno-national policy is becoming one of the key factors in ensuring political stability, national security and sustainable development of the state. The issue of ethno-national policy is acute for Ukraine, acquiring particular importance in the context of the challenges facing our country. The state's policy towards national minorities and interethnic relations directly affects social stability, political cohesion, which is especially important in conditions of military aggression, when it is necessary to ensure national unity and civil solidarity. The aggressive war launched by the Russian Federation in 2014 created new challenges for the ethno-national policy of Ukraine. Internal population displacement, the growth of the number of refugees, changes in the demographic structure and the need for reintegration after the end of hostilities require the adaptation of state strategies and mechanisms for managing interethnic relations. In this context, the study of effective models of ethno-national policy becomes necessary to ensure the post-war restoration of the state, the integration of all ethnic groups into public life and the formation of a sustainable model of national unity. The problematic situation is caused by the change in the socio-political situation in Ukraine as a result of the full-scale aggression of the Russian Federation, which revealed the vulnerability and obsolescence of pre-war approaches to the regulation of interethnic relations. The aggressor actively uses the "ethnic factor" and the language issue as a tool of hybrid war, speculating on the rights of national communities to destabilize the internal situation and justify the occupation. This creates a sharp contradiction between the need to consolidate the Ukrainian political nation for defense and the risks of using ethno-cultural differences by external forces. At the same time, Ukraine's acquisition of the status of a candidate for EU membership and the start of the negotiation process require the implementation of European norms for the protection of the rights of national minorities, which requires a balance between European standards and national security interests. The situation is complicated by the uncertainty of the mechanisms for the future reintegration of the deoccupied territories, where the ethno-national structure and public sentiment have undergone significant deformations as a result of prolonged hostile propaganda, which, in the absence of a balanced strategy, may become a source of social tension in the post-war period.
