Ринок землі в Україні :екологічні та соціально-економічні проблеми

Abstract

UA : Кваліфікаційна робота магістра: 117 с., 14 рис., 12 табл., 70 джерел. Об’єкт дослідження -ринок землі. Предмет дослідження – сукупність теоретичних та практичних основ багатофункціональної ролі земельних ресурсів у суспільстві та їхнього впливу на соціально-економічний розвиток. Кваліфікаційна робота присвячена дослідженню проблем функціонування ринку землі в Україні в контексті екологічних та соціально-економічних викликів, що набули особливої актуальності в умовах земельної реформи, трансформації земельних відносин та інтеграції України до європейського економічного простору. Земельні ресурси є стратегічною основою розвитку національної економіки, продовольчої безпеки та сталого розвитку сільських територій, тому ефективність їх використання потребує комплексного наукового обґрунтування. Об’єктом дослідження є система земельних відносин та процеси функціонування ринку земель сільськогосподарського призначення в Україні. Предметом дослідження є еколого-економічні та соціально-економічні аспекти формування, оцінки ефективності та регулювання землекористування в умовах становлення ринку землі. Метою роботи є наукове обґрунтування напрямів раціонального використання земельних ресурсів та вдосконалення механізмів функціонування ринку землі в Україні з урахуванням екологічних обмежень і соціально-економічних потреб суспільства. Для досягнення поставленої мети в роботі використано системний, структурно-функціональний, економіко-статистичний, порівняльний та аналітичний методи дослідження, а також методи узагальнення та моделювання.

У межах дослідження проведено аналіз теоретичних підходів до визначення сутності земельних ресурсів та їх ролі в економічному розвитку; Розглянуто класифікацію земель і особливості структури землекористування; Проаналізовано зарубіжний досвід регулювання земельних відносин та функціонування ринку землі; Здійснено оцінку сучасного стану земельних ресурсів України та виявлено основні еколого-економічні проблеми їх використання; Обґрунтовано напрями раціонального землекористування та вдосконалення ринкових і управлінських механізмів у сфері земельних відносин. Практичне значення роботи полягає у можливості використання отриманих висновків і рекомендацій у діяльності органів державної влади, органів місцевого самоврядування, землекористувачів та при подальших наукових дослідженнях проблем розвитку ринку землі в Україні. The master’s (qualification) thesis is devoted to the study of the problems of land market functioning in Ukraine in the context of environmental and socio-economic challenges that have become particularly relevant under conditions of land reform, transformation of land relations, and Ukraine’s integration into the European economic space. Land resources constitute a strategic basis for the development of the national economy, food security, and the sustainable development of rural areas; therefore, the efficiency of their use requires comprehensive scientific justification. The object of the research is the system of land relations and the processes of functioning of the agricultural land market in Ukraine. The subject of the research comprises the environmental-economic and socio-economic aspects of the formation, efficiency assessment, and regulation of land use under the conditions of land market development. The purpose of the study is to provide scientific substantiation of directions for the rational use of land resources and to improve the mechanisms of land market functioning in Ukraine, taking into account environmental constraints and the socio-economic needs of society. To achieve the stated purpose, the study employs systemic, structural-functional, economic-statistical, comparative, and analytical research methods, as well as methods of generalization and modeling. Within the framework of the research: theoretical approaches to defining the essence of land resources and their role in economic development were analyzed; -the classification of land and the features of land-use structure were examined; -foreign experience in regulating land relations and land market functioning was analyzed; - the current state of Ukraine’s land resources was assessed and the main environmental and economic problems of their use were identified; - directions for rational land use and improvement of market and managerial mechanisms in the field of land relations were substantiated.

The practical significance of the study lies in the possibility of applying the obtained conclusions and recommendations in the activities of public authorities, local self-government bodies, land users, as well as in further scientific research on the development of the land market in Ukraine. The specificity of updating mechanisms that contribute to the development of land relations has been identified.
