Гібридна війна як форма сучасного воєнного конфлікту : український досвід

Abstract

UA : Актуальність дослідження: сучасні міжнародні відносини характеризуються зростанням кількості конфліктів, у яких застосовуються нетрадиційні форми ведення війни. Однією з таких форм є гібридна війна, що поєднує елементи класичних бойових дій із інструментами інформаційного, кібернетичного, економічного та політичного впливу. Особливістю гібридної війни є її прихований, багатовимірний характер, що ускладнює своєчасне виявлення та адекватну відповідь на загрозу. Україна стала однією з перших країн, яка зазнала повномасштабної гібридної агресії у XXI столітті. Починаючи з 2014 року, після анексії Автономної Республіки Крим та початку збройного конфлікту на сході держави, український досвід став об’єктом уваги міжнародної спільноти як приклад реального зіткнення з гібридними загрозами. Водночас події, що відбуваються з 2022 року в межах повномасштабного вторгнення Російської Федерації, засвідчують подальший розвиток та ескалацію гібридних форм ведення війни. У цьому контексті аналіз гібридної війни як форми сучасного воєнного конфлікту на основі українського досвіду є актуальним як з наукової, так і з практичної точки зору. Такий аналіз дозволяє не лише виявити особливості гібридної агресії, а й сформулювати ефективні підходи до протидії подібним викликам у майбутньому.EN : Relevance of the study: modern international relations are characterized by an increase in the number of conflicts in which unconventional forms of warfare are used. One of these forms is hybrid warfare, which combines elements of classical combat operations with tools of information, cybernetic, economic and political influence. A feature of hybrid warfare is its hidden, multidimensional nature, which complicates timely detection and adequate response to the threat. Ukraine became one of the first countries to experience full-scale hybrid aggression in the 21st century. Starting in 2014, after the annexation of the Autonomous Republic of Crimea and the beginning of the armed conflict in the east of the country, the Ukrainian experience became the object of attention of the international community as an example of a real clash with hybrid threats. At the same time, the events taking place since 2022 within the framework of the full-scale invasion of the Russian Federation indicate the further development and escalation of hybrid forms of warfare. In this context, the analysis of hybrid warfare as a form of modern military conflict based on Ukrainian experience is relevant both from a scientific and practical point of view. Such an analysis allows not only to identify the features of hybrid aggression, but also to formulate effective approaches to countering similar challenges in the future.
