Abstract

Мета дослідження: виявити та обґрунтувати сукупність умов багаторівневого управління розвитком регіональної системи інклюзивної освіти учнів з ООП. Об’єкт дослідження: процес розвитку регіональної системи інклюзивної освіти. Предмет дослідження: багаторівневе управління розвитком регіональної системи інклюзивної освіти. Гіпотеза дослідження: регіональна система інклюзивної освіти учнів з ООП може успішно розвиватися, якщо забезпечується багаторівневе управління розвитком даної системи, що передбачає: моніторинг розвитку системи інклюзивної освіти, який сприяє прийняттю управлінських рішень на основі об’єктивних даних на кожному рівні управління; узгоджене проектування та несуперечність ціннісних орієнтирів на всіх рівнях управління, які забезпечують досягнення якості та доступності освіти дітей з ООП. Методи дослідження: спостереження, вимірювання, порівняння, аналіз, синтез, формалізація та ін.; конкретно-наукові методи емпіричної соціології та якісний аналіз документів. Практична значимість дослідження полягає у розробці та апробації матеріалів, які дозволяють суб’єктам регіонального та муніципального рівнів, керівникам та педагогам освітніх організацій здійснювати цілеспрямоване управління процесом розвитку інклюзивної освіти дітей з обмеженими можливостями здоров’я ООП. The purpose of the research: to identify and substantiate the set of conditions of multi-level management of the development of the regional system of inclusive education of students with special needs. Object of research: the process of development of the regional system of inclusive education. The subject of the study: multi-level management of the development of the regional system of inclusive education. The tasks of the qualification work: 1) to clarify the essence of the concepts of “inclusive education of children with special needs” and “regional system of inclusive education”. 2) to identify the features of the regional system of inclusive education, to define and characterize the stages of its development; to characterize the concept of “multi-level management of the development of the regional system of inclusive education”. 3) to identify the organizational and pedagogical conditions of multi-level management of the development of the regional system of inclusive education of students with special needs. Research hypothesis: the regional system of inclusive education of students with special needs can develop successfully if multi-level management of the development of this system is ensured, which includes: monitoring the development of the system of inclusive education, which facilitates the adoption of management decisions based on objective data at each level of management; coordinated design and consistency of value guidelines at all levels of management, which ensure the achievement of quality and accessibility of education for children with special needs. The following methods were used to perform the tasks: general scientific research methods, such as observation, measurement, comparison, analysis, synthesis, formalization, etc.; as well as concrete scientific methods of empirical sociology and qualitative analysis of documents. The practical significance of the study lies in the development and approval of materials that allow subjects of the regional and municipal levels, managers and teachers of educational organizations to carry out purposeful management of the development process of inclusive education of children with limited health opportunities.
