Abstract

UA : Актуальність дослідження обумовлена тим, що безпекова політика країн Європейського Союзу зазнає значних трансформацій під впливом зовнішніх і внутрішніх факторів, серед яких ключову роль відіграють Сполучені Штати Америки. Практична значущість теми зумовлена сучасними геополітичними змінами: заява міністра оборони США П 12 лютого 2025 року Піта Гегсета про те, що США більше не будуть головним гарантом безпеки Європи, а також зростання оборонних витрат ЄС на 62% з 2014 року вказують на переосмислення трансатлантичних відносин у контексті війни в Україні, загрози з боку Росії та переорієнтації США на протидію Китаю. Теоретична актуальність полягає у недостатній дослідженості впливу цих змін на прагнення ЄС до стратегічної автономії, що відкриває нові перспективи для аналізу в галузі політології. Проблемна ситуація полягає у тому, що традиційна роль США як ключового гаранта безпеки Європи вступає у протиріччя з їхніми новими зовнішньополітичними пріоритетами, що змушує ЄС адаптуватися до змінених умов. З одного боку, безпекова політика ЄС потребує поглиблення співпраці з США для забезпечення стабільності, з іншого - нові американські пріоритети стимулюють прагнення ЄС до стратегічної автономії, що може змінити динаміку трансатлантичних відносин. Саме тому є доцільним проведення ґрунтовного аналізу впливу США на безпекову політику країн ЄС.EN : The relevance of the study is due to the fact that the security policy of the European Union countries is undergoing significant transformations under the influence of external and internal factors, among which the United States of America plays a key role. The practical significance of the topic is due to modern geopolitical changes: the statement of the US Secretary of Defense Pete Hegseth on February 12, 2025 that the US will no longer be the main guarantor of Europe's security, as well as the increase in EU defense spending by 62% since 2014 indicate a rethinking of transatlantic relations in the context of the war in Ukraine, the threat from Russia and the reorientation of the US to counter China. The theoretical relevance lies in the insufficient research of the impact of these changes on the EU's aspiration for strategic autonomy, which opens up new prospects for analysis in the field of political science. The problematic situation is that the traditional role of the USA as the key guarantor of Europe's security is coming into conflict with its new foreign policy priorities, which forces the EU to adapt to the changed conditions. On the one hand, the EU's security policy requires deepening cooperation with the USA to ensure stability, on the other hand, the new American priorities stimulate the EU's desire for strategic autonomy, which may change the dynamics of transatlantic relations. That is why it is advisable to conduct a thorough analysis of the US influence on the security policies of the EU countries.
