Європейська міграційна політика та механізми її реалізації: досвід для України

Abstract

Об’єктом дослідження є міграційні процеси та міграційна політика Європейського Союзу і України в умовах глобалізації, воєнних викликів та євроінтеграції. Предметом дослідження виступають механізми, інструменти та інституційні моделі реалізації міграційної політики в країнах Європейського Союзу та можливості їх імплементації в Україні з урахуванням сучасних соціально-економічних і безпекових умов. Метою дослідження є комплексний аналіз сучасного стану, принципів та інструментів реалізації міграційної політики Європейського Союзу, а також обґрунтування перспектив використання європейського досвіду для вдосконалення міграційної політики України в умовах євроінтеграційного розвитку та післявоєнного відновлення. У процесі дослідження було здійснено комплексний аналіз теоретичних підходів до визначення сутності міграції та міграційної політики, а також досліджено сучасні тенденції розвитку міжнародної міграції. Проведено аналіз нормативно-правових, інституційних та економічних механізмів регулювання міграційних процесів у країнах Європейського Союзу. Особливу увагу приділено функціонуванню спільної європейської системи притулку, політиці управління нелегальною міграцією та механізмам інтеграції мігрантів. У роботі здійснено аналіз сучасного стану міграційної політики України, зокрема її правових, інституційних та організаційних аспектів. Визначено основні проблеми та виклики у сфері управління міграційними процесами, що пов’язані з демографічними тенденціями, зовнішньою трудовою міграцією, внутрішнім переміщенням населення та впливом воєнних дій. Окрему увагу приділено порівняльному аналізу міграційної політики Європейського Союзу та України, що дозволило виявити ключові відмінності у підходах до управління міграцією, інституційній структурі та фінансовому забезпеченні відповідних політик. Запропоновано перспективні напрями удосконалення міграційної політики України з урахуванням європейського досвіду, зокрема у сфері гармонізації законодавства, цифровізації міграційних процедур, удосконалення механізмів інтеграції та реінтеграції населення, а також розвитку політики повернення громадян. Сукупність результатів проведеного дослідження дозволила сформувати комплексне бачення можливостей модернізації міграційної політики України на основі позитивного досвіду країн Європейського Союзу з урахуванням сучасних демографічних, економічних та безпекових викликів.EN : Master’s qualification thesis: 80 pages, 1 figure, 1 table, 50 sources. The object of the research is migration processes and migration policy of the European Union and Ukraine in the context of globalization, wartime challenges, and European integration. The subject of the research is the mechanisms, instruments, and institutional models of migration policy implementation in the countries of the European Union and the possibilities of their implementation in Ukraine, taking into account current socio-economic and security conditions. The purpose of the research is a comprehensive analysis of the current state, principles, and instruments of the migration policy of the European Union, as well as the justification of prospects for using European experience to improve the migration policy of Ukraine in the context of European integration and post-war recovery. During the research process, a comprehensive analysis of theoretical approaches to defining the essence of migration and migration policy was carried out, and current trends in international migration development were examined. An analysis of the legal, institutional, and economic mechanisms regulating migration processes in the European Union countries was conducted. Particular attention was paid to the functioning of the Common European Asylum System, the policy of managing irregular migration, and the mechanisms of migrant integration. The thesis also analyzes the current state of migration policy in Ukraine, particularly its legal, institutional, and organizational aspects. The main problems and challenges in managing migration processes related to demographic trends, external labor migration, internal displacement of the population, and the impact of military actions have been identified. Special attention is given to the comparative analysis of migration policies of the European Union and Ukraine, which made it possible to identify key differences in approaches to migration management, institutional structure, and financial support of relevant policies. Prospective directions for improving the migration policy of Ukraine based on European experience have been proposed, in particular in the areas of legislative harmonization, digitalization of migration procedures, improvement of integration and reintegration mechanisms, and development of policies for the return of citizens. The results of the research allowed forming a comprehensive vision of the possibilities for modernizing Ukraine’s migration policy based on the positive experience of European Union countries, taking into account current demographic, economic, and security challenges.
