Вплив управлінських рішень на економічну активність населення регіону: досвід Запорізького обласного центру зайнятості

Abstract

UA : Кваліфікаційна робота викладена на 101 сторінці друкованого тексту, містить 29 таблиць, 5 рисунків, 5 додатків. Перелік посилань включає 59 джерел, з них 11 іноземною мовою. Об’єктом дослідження є процеси функціонування та регулювання ринку праці регіону як соціально-економічної системи та діяльність служби зайнятості в умовах воєнних і післявоєнних трансформацій. Предметом дослідження є сукупність теоретичних засад та організаційно економічних відносин, що визначають вплив управлінських рішень на економічну активність населення регіону. Мета роботи полягає у дослідженні впливу управлінських рішень на економічну активність населення регіону на основі досвіду Запорізького обласного центру зайнятості, а також розроблення практичних рекомендацій щодо підвищення ефективності управління зайнятістю. Завдання: 1) дослідити теоретико-методологічні засади та динаміку економічної активності населення; 2) оцінити ефективність управлінських практик Запорізького ОЦЗ; 3) визначити можливості адаптації міжнародного досвіду; 4) розробити рекомендації щодо підвищення економічної активності населення. Методи дослідження: аналіз і синтез, індукція та дедукція, узагальнення й систематизація, контент- і логіко-структурний, статистичний та порівняльний аналіз, соціологічні методи, SWOT і PESTLE, табличний та графічний методи. Наукова новизна: 1) розроблено логіко-структурну модель оцінювання діяльності центрів зайнятості; 2) сформовано концепцію стимулювання економічної активності на основі міжнародного досвіду; 3) визначено стратегічні напрями розвитку ринку праці в умовах викликів. Практичне значення одержаних результатів полягає у можливості їх використання в роботі Запорізького ОЦЗ, регіональних служб зайнятості та органів влади для удосконалення управлінських рішень і програм зайнятості, розроблення стратегій післявоєнного відновлення ринку праці.EN : The work is presented on 101 pages of printed text, contains 29 tables, 5 figures, 5 annex. The object of the research is the functioning and regulation processes of the regional labour market as a socio-economic system, as well as the activity of the employment service under wartime and post-war conditions. The subject of the research is the set of theoretical foundations and organisational-economic relations that determine the impact of managerial decisions on the economic activity of the regional population. The purpose of the work is to study the influence of managerial decisions on the economic activity of the population of the region based on the experience of the Zaporizhzhia Regional Employment Center and to develop practical recommendations to improve the effectiveness of employment management. Tasks: 1) o generalise theoretical and methodological approaches to defining the economic activity of the population and to analyse the dynamics of its indicators in Ukraine and the Zaporizhzhia region; 2) to assess the effectiveness of managerial decisions, programmes and measures implemented by the Zaporizhzhia Regional Employment Center; 3) to identify the possibilities for adapting international experience; 4) to propose directions for improving managerial practices and enhancing the economic activity of the regional population. The methodological basis of the study comprises analysis and synthesis, induction and deduction, generalisation and systematisation, content and logical structural analysis, statistical and comparative analysis, sociological analysis of household sample surveys, SWOT analysis, PESTLE analysis, tabular and graphical methods. The results obtained and their novelty: 1) the approaches to evaluating employment centres’ performance have been improved through the development of the logical-structural model «Input–Process–Output–Effect»; 2) the implementation of tools to enhance economic activity based on international experience and five key modernisation directions has been justified; 3) strategic vectors for the development of the Zaporizhzhia labour market under wartime risks have been defined, including retraining, clustering and digitalisation. 6 The practical significance of the obtained results lies in the possibility of applying the proposed models and recommendations by the Zaporizhzhia Regional Employment Center, regional employment services and public authorities to improve managerial decisions and employment programmes, digitalise services, organise workforce retraining, and develop strategies for post-war labour market recovery.
