Комунікативна компетентність як складова професіоналізму офіцерів Державної прикордонної служби

Об’єкт дослідження — комунікативна компетентність офіцерів Державної прикордонної служби України. Сучасні умови розвитку українського суспільства, зокрема пов’язані з повномасштабною збройною агресією проти України, актуалізували проблему забезпечення державної безпеки та ефективності діяльності військових формувань, серед яких особливе місце посідає Державна прикордонна служба України (ДПСУ). Офіцери ДПСУ виконують завдання, що потребують високого рівня професійної підготовки, стійкості та здатності до оперативної взаємодії в умовах невизначеності, ризику та підвищеної відповідальності. Одним із ключових чинників їхнього професіоналізму виступає комунікативна компетентність, яка забезпечує ефективну взаємодію з особовим складом, цивільним населенням, представниками інших силових структур та міжнародними партнерами. Актуальність дослідження посилюється тим, що ефективність комунікації безпосередньо впливає на якість виконання службових завдань, оперативність реагування, прийняття управлінських рішень, згуртованість підрозділу та безпеку особового складу. Комунікативна компетентність офіцерів ДПСУ є важливою складовою їхнього професіоналізму та визначає можливість результативної діяльності в умовах збройного конфлікту, гібридних загроз та постійних змін обстановки. Наукова новизна полягає в уточненні психологічного змісту комунікативної компетентності офіцерів Державної прикордонної служби України, визначенні її структурних компонентів у контексті професійної діяльності в умовах воєнного стану, а також в емпіричному виявленні особливостей комунікативної поведінки та чинників, що впливають на її сформованість; додатково розроблена програма розвитку комунікативної компетентності, спрямована на підвищення професійної ефективності офіцерів ДПСУ.EN : The work is presented on 75 pages of printed text, contains 5 tables, 3 appendices. The list of references includes 54 sources. The object of the study is the communicative competence of officers of the State Border Service of Ukraine. The current conditions of development of Ukrainian society, in particular, associated with full-scale armed aggression against Ukraine, have actualized the problem of ensuring state security and the effectiveness of the activities of military formations, among which the State Border Service of Ukraine (SBSU) occupies a special place. SBSU officers perform tasks that require a high level of professional training, resilience and the ability to interact operationally in conditions of uncertainty, risk and increased responsibility. One of the key factors of their professionalism is communicative competence, which ensures effective interaction with personnel, the civilian population, representatives of other law enforcement agencies and international partners. The relevance of the study is enhanced by the fact that the effectiveness of communication directly affects the quality of performance of official tasks, responsiveness, making managerial decisions, unit cohesion and personnel safety. The communicative competence of officers of the State Border Service of Ukraine is an important component of their professionalism and determines the possibility of effective activity in conditions of armed conflict, hybrid threats and constant changes in the situation. The scientific novelty lies in clarifying the psychological content of the communicative competence of officers of the State Border Service of Ukraine, determining its structural components in the context of professional activity under martial law, as well as in empirically identifying the features of communicative behavior and factors that influence its formation; a program for the development of communicative competence has been additionally developed, aimed at increasing the professional effectiveness of officers of the State Border Service of Ukraine.
