Трансформація зовнішньополітичного курсу України доби незалежності

Abstract

UA : Після проголошення своєї незалежності, перед українською державою відкрилися можливості і перспективи формування та реалізації власної зовнішньої політики. Але довготривале перебування у складі СРСР і міцні зв’язки керівництва України з Російською Федерацією, засилля комуністів у керівних органах держави та їх орієнтація на співробітництво з РФ, сильно ускладнювали можливість вироблення власної зовнішньополітичної стратегії з урахуванням національних інтересів і розробки чітких геополітичних пріоритетів. Крім того вона ще й володіла ядерною зброєю. Все це робило українську державу непривабливою з точки зору міжнародного співробітництва, а Сполучені Штати, як основних гравець геополітичної «шахівниці», і європейські країни у формуванні зовнішньополітичного курсу з колишніми республіками СРСР більше орієнтувалися на Росію. Проблемна ситуація дослідження зумовлена тим, що за усі роки своєї незалежності (31 рік) Україна, в залежності від політичної влади та її кон’юнктури, декілька разів змінювала свій зовнішньополітичний курс, що в решті решт призвело до сприйняття її як ненадійного партнера і відсування на другорядні ролі у міжнародній політиці. Сьогодні українська держава чітко вибудувала свої пріоритети – курс до вступу у Європейський Союз та НАТО. Але є й інші напрямки міжнародної політики, які Україні ще треба визначати. Наприклад, у відношенні з КНР, країнами Близького Сходу, Африканського континенту та азійськими країнами. Вирішення цієї проблеми лежить у площині глибокого аналізу трансформації зовнішньополітичного курсу України за часів доби її незалежності, щоб у майбутньому не припуститися помилок.

EN : After declaring its independence, opportunities and prospects for forming and implementing its own foreign policy opened up for the Ukrainian state. But the long-term stay in the USSR and the strong ties of the leadership of Ukraine with the Russian Federation, the dominance of communists in the governing bodies of the state and their orientation towards cooperation with the Russian Federation greatly complicated the possibility of developing one's own foreign policy strategy taking into account national interests and developing clear geopolitical priorities. In addition, it also possessed nuclear weapons. All this made the Ukrainian state unattractive from the point of view of international cooperation, and the United States, as the main player of the geopolitical "chessboard", and European countries focused more on Russia in forming a foreign policy course with the former republics of the USSR. The problematic situation of the study is due to the fact that during all the years of its independence (31 years), Ukraine, depending on the political power and its conjuncture, changed its foreign policy course several times, which ultimately led to its perception as an unreliable partner and its relegation to secondary roles in international politics. Today, the Ukrainian state has clearly established its priorities - the course towards joining the European Union and NATO. But there are other areas of international policy that Ukraine still needs to define. For example, in relation to the People's Republic of China, the countries of the Middle East, the African continent, and Asian countries. The solution to this problem lies in the plane of an in-depth analysis of the transformation of Ukraine's foreign policy course during the era of its independence, so as not to make mistakes in the future.
