Фактор Косово у системі міжнародних відносин ЄС (2008-2022 рр.)

Abstract

UA : Кваліфікаційна робота складається з 71 сторінок, містить 20 джерел, 30 монографій та статей. Ключові слова: статус Косово, міжнародні відносини, ООН, Європейський Союз, інтеграція Косово, міжнародне посередництво, НАТО. Актуальність теми. З точки зору інтеграційних процесів у західно-балканському регіоні це є актуальним питанням для дослідження. Починаючи з 2008 року почались відносини Європейського союзу та Косово, також в цьому році вони були офіційно започатковані. Певною мірою дані відносини є унікальним процесом, у якому було висвітлено запит на вступ Косова до ЄС. Огляд та аналіз відносин ЄС із Сербією та Косово, спирається на їх специфіку відносин, що базується на розумінні сучасних інтеграційних процесів, про це зазначено в плані розширення, опублікованому в 2018 році. Національна політика Косово привертає увагу до договірних рамок, підписаних між Сербією та ЄС і між Косово та ЄС з 2008 року, які спрямовані на поступову інтеграцію з низки важливих питань. Питання включають не тільки політичну сферу, а й низку інших проблем: соціальні, економічні та юридичні. Виникненні проблеми, що постають перед ЄС, мають за мету підготувати Косово до вступу в ЄС. Через це країни, що входять до складу ЄС вважають взаємовідносини ЄС та Косово – прецедентними . Також актуальність цього дослідження полягає в аналізі правової бази між Косово та ЄС. Відносини між Косово та ЄС також є актуальними для дослідження з точки зору інтеграційних процесів у західно-балканському регіоні, враховуючи різні позиції держав-членів ЄС. Об’єкт дослідження: фактор Косово у системі міжнародних відносин Європейського союзу, а також інтеграційні процеси. Предмет дослідження: аналіз відносин Косова та Європейського Союзу. Мета дослідження: вивчення відносин між Косово та ЄС на рівні правової бази, беручи до уваги аспекти регіональної інтеграції та позицію Сербії. Згідно меті у роботі вважається доцільним вирішення наступних науково-дослідницьких завдань: 1. Аналіз джерел стосовно історичних умов формування Косово та вивчення культурних факторів формування Косово; 2. Проаналізувати проблеми автономії Косово у складі Сербії; 3. Розглянути юридичні механізми формування автономії Косово; 4. Охарактеризувати проблеми впливу Косово на розвиток міжнародних відносин ЄС протягом 2008-2022 років; 5. Описати перспективи подальшого впливу Косово на розвиток міжнародних відносин ЄС протягом 2008-2022 років. Новизна роботи і теоретичне значення: автору вдалось більш детально вивчити правову базу та офіційні відносини між Косово та Європейським Союзом, а також проаналізувати відносини між Косово та державами-членами ЄС, які не визнали незалежність Косова. Практична новизна цього дослідження полягає також у оцінюванні кадрової політики ЄС у 2022 роках і робимо прогнози, щодо потенціалу поглиблення інтеграційного процесу на Західних Балканах, зокрема Сербії.

EN : The qualification work consists of 71 pages, contains 20 sources, 30 monographs and articles. From the point of view of integration processes in the Western Balkan region, this is a relevant issue for research. Since 2008, relations between the European Union and Kosovo have been developing, and this year they were officially launched. To a certain extent, these relations are a unique process, which covered the request for Kosovo's accession to the EU. The review and analysis of the EU's relations with Serbia and Kosovo is based on their specificity, which is based on an understanding of modern integration processes, as stated in the enlargement plan published in 2018. The national policy of Kosovo draws attention to the treaty framework signed between Serbia and the EU and between Kosovo and the EU since 2008, which aims at gradual integration on a number of important issues. The issues include not only the political sphere, but also a number of other problems: social, economic and legal. The challenges faced by the EU are intended to prepare Kosovo for EU accession. For this reason, EU member states consider the relationship between the EU and Kosovo to be a precedent-setting one. Also, the relevance of this study is to analyze the legal framework between Kosovo and the EU. The relations between Kosovo and the EU are also relevant to the study in terms of integration processes in the Western Balkans region, given the different positions of EU member states. Object of research: the factor of Kosovo in the system of international relations of the European Union, as well as integration processes. Subject of research: analysis of relations between Kosovo and the European Union. Purpose: to study the relations between Kosovo and the EU at the level of the legal framework, taking into account aspects of regional integration and the position of Serbia. In accordance with the objective, it is considered appropriate to solve the following research tasks: 1. Analyzing sources on the historical conditions of Kosovo's formation and studying the cultural factors of Kosovo's formation; 2. To analyze the problems of Kosovo's autonomy within Serbia; 3. To examine the legal mechanisms for the formation of Kosovo's autonomy; 4. To characterize the problems of Kosovo's influence on the development of international relations of the EU during 2008-2022; 5. To describe the prospects for further influence of Kosovo on the development of international relations of the EU in 2008-2022. The novelty of the work and its theoretical significance: the author managed to study in more detail the legal framework and official relations between Kosovo and the European Union, as well as to analyze the relations between Kosovo and EU member states that did not recognize Kosovo's independence. The practical novelty of this study also lies in the assessment of the EU's human resources policy in 2022 and the forecasts of the potential for deepening the integration process in the Western Balkans, in particular Serbia.
